BACKGROUND

As component of the IHR monitoring and evaluation framework, IAR/AAR (After Action Review) have been identified as an effective tool in identifying strengths and areas that need strengthening in the development and implementation of preparedness and response measures. The policy brief for strengthening pandemic preparedness planning for respiratory pathogens has made clear that IAR/AAR should be carried out regularly by countries to identify areas for improvement.

This consultancy will aim to support selected countries to run IARs to identify gaps for updating national health security plans, including pandemic influenza preparedness plans.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

A short-term consultant is being recruited to provide technical support to update/develop pandemic preparedness plans (Influenza); National Action Plan for Health Security (NAPHS) through conducting of Intra Action Review (IAR) to identify gaps in preparedness and response for improvement.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Deliverable 1: Key findings from desk review of NAPHS and influenza pandemic preparedness plans for updates.

Deliverable 2: IARs conducted and finding reported to support NAPHS and influenza pandemic preparedness plans.

Deliverable 3: Summary report of IARs findings developed in consultation with the Responsible Officer.

Deliverable 4: Final draft outline of NAPHS, and influenza pandemic preparedness plans for supported countries.

 

METHODS TO CARRY OUT THE ACTIVITY

Under the supervision of the Technical Officer – Pandemic Influenza Preparedness, CPI, the consultant will:

(1) review of past NAPHS, influenza pandemic preparedness plans for support with updates;

(2) support planning and conduct IARs with selected countries;

(3) discuss findings with PIP Technical Officer and to support NAPHS and influenza pandemic preparedness plans update in selected countries; and

(4) develop overall technical report in collaboration with the Technical Officer (PIP).

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  

Advanced educational degree (Masters or above) in public health, epidemiology or medicine.

 

EXPERIENCE

Essential:

At least 7 years of related experience, at the national and international levels, in the field of health emergency preparedness and response, country capacity strengthening and assessment, outbreak management and response coordination. Recognized experience in development of pandemic preparedness plans; and conducting IHR review tools including IAR/AAR related to public health emergency capacities.

Desirable:

Experience of designing and conducting IHR relevant exercise at regional or international level. Experience in developing NAPHS and/or influenza pandemic preparedness plans.

 

TECHNICAL SKILLS & KNOWLEDGE

  • • Comprehensive knowledge of the International Health Regulations (IHR 2005) and public health emergency management
  • • Excellent skills in the development of national preparedness and response plans
  • • Strong understanding of current efforts to strengthen global preparedness, including recommendations made by various international bodies
  • • Excellent skills in the conducting, monitoring and evaluation of review process
  • • Strong strategic thinking, with the ability to quickly formulate integrated plans to address public health emergencies.

 

LANGUAGES

Excellent knowledge of written and spoken English is essential. Working knowledge of other UN languages is an advantage.

ADDITIONAL INFORMATION

Duty station: Offsite with possible travel to Manila and/or countries of support

Duration of contract: Five months starting 15 August 2022
