UNICEF East Asia and Pacific Regional (EAPRO) office has now issued a Request for Proposals in reference to LRPS-2022-9176327 to seek qualified service provider(s) to establish Long-Term Agreement (LTAS) for Graphic Design Services.

Background

UNICEF is set out to strengthen its creative capacity to deliver products that are forward-thinking and impactful in the advocacy for children’s wellbeing. We are embracing the need for design solutions that use creativity to tackle complex problems in systematic and inspiring ways. Design is an increasingly growing area throughout our organization. With strong ties to traditional aid work, the need for design is shifting, placing it as an integral part of our Brand Strategy. Involving design at the early stages of our projects leads not only to better quality results in production but yields more impactful messaging in our communication, and ultimately, elevating our project missions.

Each year, UNICEF East Asia and the Pacific Regional office (EAPRO) and country offices produce a number of inspiring, engaging and impactful products. Among them are publications, banners, animations and information and multimedia materials. The materials range from research reports, evaluations, and advocacy products to training manuals, infographics, and social media cards.

The establishment of LTAS (Long Term Arrangement for Services) for frequent use of graphic design related services is efficient and effective for all offices in the region. The services will be provided as and when needed by programme and communication sections as well as country offices and will be based on each individual assignment. The LTAS will outline rates for specific tasks and be used to provide the basis of the fee for a particular assignment. The LTAS will not only be used by the EAPRO, but also for other UNICEF offices or other UN Agencies if required.

 

Objectives, Purpose & Expected results

UNICEF EAPRO wish to establish LTAS with one or more institutional service provider/s (companies). The LTAS will be time bound, without a monetary value or guaranteed offtake. UNICEF will issue work orders and/or institutional contracts for the assignments. Depending on the contracting value and the complexity of the assignment, UNICEF might directly select one of the LTAS holders, or issue an invitation for a secondary bidding process to select the most suitable LTAS holder based on best value for money principle.

UNICEF EAPRO is seeking creatives that are forward-thinking with an ambitious attention to detail, a high design aesthetic and awareness of current audiences and where they are.

General outline of UNICEF’s audiences:

Internal audiences: Headquarters, Regional offices, Country Offices, UNICEF teams, larger UN family (agencies).

External audiences: Accademia, governments, development agencies, donors, press and journalistic media, general public.

 

Location and Duration

-The initial duration of awarded LTAS will be 24 months with the option of additional 2 x 12 months extension, subject to satisfactory performance and agreement of both contracting parties.

-The contractor is expected to work from their own premises.

This tender will be run through the UNICEF e-submissions system.

As such, you are recommended to `opt in` well before the submission deadline so you are clear exactly what documents are required to be uploaded prior to completing your submission.

Please note that in order to access the tender documentation through UNICEF’s e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering.

Please ensure that any files submitted as part of your Bid are not corrupt or damaged in any way.  Please exercise particular caution when using compressed files.  Any corrupt or damaged files may lead to your Bid being invalidated.
