Regional focal point for WPR, PHC Implementation Solutions
BACKGROUND
As part of its efforts to support Member States in strengthening Primary Health Care (PHC), the Special Programme on Primary Health Care (PHC-SP) launches the Implementation Solutions for PHC, a platform for cross-country and cross-regional learning on PHC on the road to UHC by capturing local innovations and creative solutions. The Implementation Solutions aim to capture context-specific successes in overcoming challenges and bottlenecks in implementing PHC in countries across various contexts and income groups.
Through this mechanism, both strategic and operational implementation solutions will be recommended based on identified best country examples for Member States’ consideration to scale up in similar contexts.
Implementation Solutions will be founded on the Operational Framework on Primary Health Care (PHC), approved by the 73rd session of the WHA in November 2020 and the Primary health care measurement framework and indicators. The Framework outlines the three components of PHC and 14 levers (4 core strategic and 10 operational) and accompanying actions and interventions to operationalize the PHC. To further support countries to take the PHC agenda forward, WHO is developing Implementation Solutions to provide pragmatic, evidence-based and context-specific support, grounded in lessons learned from the successful implementation of PHC.
Based on a list of selected country examples, senior officials from Ministries of Health involved in successful PHC reforms and 3-level agile WHO teams, including relevant experts from across the organization will closely work together to capture and catalogue steps to successful implementation. The approach will include discussion of political strategies, methods and tactics for managing change and complexity, and implementing PHC reforms. In addition, the senior policy experts who were/are involved in decisions that lead to PHC realization, will also be systematically included in policy dialogues and strategic support for other Member States facing similar challenges and bottlenecks.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The regional focal point will be responsible to oversee day–to-day programme operations for Implementation Solutions for Primary Health Care at regional level, including ensuring support to the timely execution of project activities within the allocated budget and technical matters. The consultant will work under the supervision of the Coordinator health Policy and Service Design in the WHO Regional Office for the Western Pacific and in close coordination with the Project Coordinator for Implementation Solutions for PHC and Technical Officer for Primary Health Care in the Evidence and Innovation Unit in WHO HQ/UHL/PHC and relevant technical colleagues at global, regional and country levels.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Working in close coordination with the Project Coordinator, the Regional focal point will be responsible for overseeing the day-to-day activities at regional level related to the management and coordination of Implementation Solutions, including procurement, stakeholder coordination, project monitoring and evaluation, and progress reporting.
Output 1: Project plan, timeline and execution
Activity 1.1: Develop and execute a regional detailed project plan and timeline
Activity 1.2: Participate in building the detailed concept and approaches as part of the overall framework and methodology
Activity 1.3: Identify implementation arrangements and needed resources to implement the project at regional level.
Output 2: Monthly and ad hoc coordination meetings involving country policy experts and WHO HQ/RO/CO experts
Activity 2.1: Plan coordination meetings with the Implementation Solutions teams in example countries in the region
Activity 2.2: Coordinate project activities across health system, health programme and life-course areas at WHO Regional and Country Offices
Activity 2.3: Support effective liaison with WHO HQ working group and other regional focal points
Output 3: Quarterly and annual progress reports
Activity 3.1: Generate regional quarterly and annual progress reports as required by stakeholders and funders
Output 4: Support the development of the Implementation Solutions for each example country identified in the region
Activity 4.1: Engage with senior policy experts and relevant institutions in the example countries identified in the region
Activity 4.2: Assist in building a team of experts, focusing on country senior policy experts from example countries together with national institutions and relevant country office and regional office colleagues for each example country’s Implementation Solution
Activity 4.3: Work with Implementation Solutions teams, to identify country implementation best practices and key innovations for scale (according to typology/bottleneck), emphasizing the interrelated nature of levers, actions and interventions toward PHC
Activity 4.4: Aggregate/collate data for indicators in the PHC measurement framework and indicators to describe current PHC capacity, performance and impact.
Activity 4.4: Coordinate review of the draft Implementation Solution by key health system and programme areas at regional and country office level.
Activity 4.5: Map and provide a list of relevant existing tools and resources at regional level to support each Implementation Solution.
Output 5: Facilitate the transfer of the Implementation Solutions to supported countries and peer-to-peer learning, based on request
Activity 5.1: Provide coordination support to the WHO CO as needed to facilitate the inclusion of senior policy experts from example countries (from this or other WHO Region) in strategic policy dialogues with corresponding senior policy experts in support countries along with WHO 3-level experts and partners.
Output 6: Communications materials, presentations and launch
Activity 6.1: Assist the production of communication materials (global and region specific) on the Implementation Solutions
Activity 6.2: Generate relevant content for internal and external presentations
Activity 6.3: Support the preparation of the high-level launch of the Implementation Solutions during the World Health Assembly in 2022.
METHODS TO CARRY OUT THE ACTIVITY
Coordination with relevant experts at country level, under oversight of regional HPS coordinator.
Coordination with HQ project team and other regions, under oversight of regional HPS coordinator.
Documentation of activities related to the programme.
QUALIFICATIONS & EXPERIENCE
EDUCATION
Required: An advanced university degree (Masters level or above) in Public Health or related field
Desirable: Additional training in project management
EXPERIENCE
Required: A minimum of 7 years of work experience in project management in an international environment with experience working in health systems and PHC.
Desirable: Working experience with WHO or other UN agency in public health-related areas

Location of consultancy: Consultant may work either onsite or remotely, based on agreement during recruitment process. If on site: WHO WPRO, Manila Philippines
