Description

1. Purpose of the APW

To carry out the construction of a medical-waste management area in Kupiano district hospital

 

2. Background

PNG has officially has thirty-six thousand, four hundred and forty-six (36,446) COVID-19 cases and five hundred and ninety-six (596) deaths, as of 18 January 2022, although these numbers may be greatly underestimated due to lack of testing and reporting. In spite of a rapid surge of cases in the country, the goal is to limit the spread, prevent the escalation of the outbreak.  Since the first coronavirus disease (COVID-19) was reported in Papua New Guinea on 20 March 2020, the Government of Papua New Guinea and development partners have been working continuously preparing the country in managing a large-scale pandemic. The focus of the Government for management of COVID-19 has been the health and wellbeing of citizens and ensuring to emerge as a strong and resilient country.

The WHO Papua New Guinea Country Office (CO) has been supporting the Government of PNG to mount an effective response to the prevention and control of COVID-19. The increasing amount of medical-waste, due to the consumption of PPE, has put the spotlight on the lack of medical-waste management infrastructure and processes in PNG, which is one of the several areas where WHO is willing to support the country. A global strategy has been validated in April 2021 to develop pilot projects and infrastructure in different provinces as well as build capacity and implement good medical-waste management practices. Expected benefits of such practices are to limit health environmental risks towards health care workers and the community, not only regarding covid but also the potential spread of diseases directly through contact or indirectly through the contamination of soil, air or water sources

In line with this strategy, and together with the PHA of Central province, it has been decided that Kupiano district hospital would benefit from such a pilot project

 

3. Planned timelines (subject to confirmation)

  • Start date: As soon as possible
  • End date: by end of April 2022

 

4. Work to be performed

Work to be performed is the construction of a medical-waste management area, which will consist in:

  • • Levelling land on 70m2
  • • Building chain-link fence 2m-high around the perimeter with a 1m-wide door with lock
  • • Excavation of soil and building of a watertight sharp pit, effective volume 8m3
  • • Building of safety box reducer atop the sharp it, design available in documentation in attachment. All refractory materials provided by WHO
  • • Building of a glass crusher, design provided by WHO, available in documentation in attachment
  • • Excavation of soil and building of 2 organic pits with infiltration capacity, effective volume 4,5m3 each, with vent pipe and removable cover
  • • Excavation of soil and building of 2 ash pits with infiltration capacity, effective volume 6m3 each, and removable cover
  • • Construction of a deMonfort incinerator on a concrete slab, design available in documentation in attachment  and all refractory materials provided by WHO
  • • Construction of a washing/decontamination area 1,2m across with water point. Grey water are diverted to a grease trap, effective volume 300Land a soak-away pit/infiltration trenches, to be decided depending on soil conditions
  • • Building of a roof with metal truss work, dimensions 5 x 3 x 2,5 (L x w x H), covering the operator’s area and the deMonfort incinerator.

5. Technical Supervision

6. Specific requirements

Qualifications required:   

  1. Duly licensed corporation organized/registered under the laws of the Papua New Guinea to operate in construction.
  2. Must provide the following supporting documents for evaluation;

                4.1.        Company Profile (general information) must include:

                                4.1.1.  Years of service and type of clients;
                                4.1.2.  Volume of business with corporate accounts;
                                4.1.3.  Main thrust of business;
                                4.1.4.  List of Clients

                4.2.        Certified true copy of registration by-laws;

                4.3.        Audited financial statement and certified copy of Income Tax Return for the last two (2) years (2019 and 2020) duly stamped;

                4.4.         An undertaking that the contractor shall pay its workers at least minimum wage, adequate life insurance, medical insurance and third‐party liability coverage and any other mandatory labor laws and regulations; The Organization may require proof of contribution/remittances and other relevant documents during contract implementation;

                4.5.         Issue authorization letter to any WHO representative to check /validate the authenticity of submitted documents;

                4.6.         Certification on the following:

                                4.6.1.     that the company is not blacklisted or barred to any government or private agencies;

                                4.6.2.     proof that the company is in good financial standing (bank certification, accreditations, etc..); and

                                4.6.3.     Good track record

Experience required:

Experience in building construction in PNG and/or Central province, medical-waste management is a plus. Evaluation based on track records.

Skills / Technical skills and knowledge:

  1. All workers must be provided Personal Protective Equipment for construction work.
  2. Committed to provide cost-effective and safe services to WHO;
  3. Provide designed account manager/coordinator to liaise and coordinate with WHO on needed services, queries and alike.
  4. Staffing & Recruitment:
    1. Can execute high-quality of work for an International Organization.
    2. Provide only workers with previous experience
    3. Must ensure the provision of an account manager/coordinator whose tasks/responsibilities as enumerated but not limited to the following:
      1. Shall communicate and coordinate with WHO on work progress and technical matters
      2. Assign capable workers who have experience in their field
      3. Will be the Organization’s contact person for the duration of the contract, and is required to establish a routine for communications with the Organization to provide a prompt and timely response to any concerns or problems that may arise Bring to WHO attention and to seek WHO's approval for any deviation of work/change orders
      4. Shall timely provide to WHO required reports once construction is  completed.
    4. Contractual personnel qualification and requirements:
  1. Must not be less than 18 years old;
  2. Must be physically and mentally fit;
  3. Account Manager/Coordinator must have at least 5-years supervisory experience;
  4. Have the necessary public relations skills and with good moral character. Must be cleared by law enforcement or police agencies and without previous record of any conviction or criminal offense involving moral turpitude;
  5. Must be able to read, write, speak & understand the English language. Understand written and oral rules and regulations and apply them in a tactful and non-confrontational manner; and
  6. Maintain poise and self-control under stress; and
  7. Neither smoking nor the consumption of any kind of alcohol is allowed when working

e. Must maintain a pool of relievers to address absences

Language requirements: Qualified staff must speak English

 

7. Place of assignment:

The assignment will be carried out in Kupiano, Central province, Papua New Guinea

 

8. Travel:

Will require travel to Kupiano, Central province
