Videography in Japan
Purpose of the APW
The WHO Western Pacific Regional Committee adopted the Regional Action Plan on Healthy Ageing in October 2020. It aims to support all Member States in the Western Pacific Region (WPR) to achieve the vision for Healthy Ageing. Healthy Ageing (AGE) unit works to advocate for a whole-of-society transformation towards healthy ageing and facilitate knowledge exchange at regional and global levels. There is a need to produce communication and advocacy materials introducing good examples of promoting healthy ageing. AGE requests for proposals on conducting videography work in Janpan to introduce good examples of social prescribing and age-friendly environments. The videography assignment contributes to advocacy for transforming health and social systems towards healthy ageing.
Background
Social prescribing is one of the recommended actions in the plan, as it can help to provide a more holistic care to older people, as well as reduce social isolation and improve community participation among older people. Healthy Ageing (AGE) unit is developing a Toolkit on how to implement social prescribing, including an online training course for the link workers. These resources aim to support Member States in implementing social prescribing as a mechanism for bridging the health and social sectors. The online course on social prescribing focuses on training of prospective link workers (also known as wellbeing coordinators). In order to complement the course, the AGE team would like to create a series of videos on social prescribing, which will include interviews with the wellbeing coordinators, healthcare providers, and other key partners. Through these materials, WPRO aims for countries to understand the role of social prescribing and the link workers. It also indicates the importance of community-based care in the context of healthy ageing. The filming should take place in Nabari and Hospital Saitama, Japan, where social prescribing has already been successfully implemented.
Age-friendly environment is another recommended action in the plan and one of the action areas in the UN Decade of Healthy Ageing. Age-friendly environments foster health and well-being and the participation of people as they age. The AGE team is developing a series of videos to support Member States with promoting healthy ageing by sharing knowledge and good practices on creating an enabling environment for older adults and shifting the narrative on ageing to one that recognizes the many valuable contributions older people can make to their family, community and society. The series of videos is intended to capture good practices of enabling healthy ageing in a diversity of Japanese cities which draw similarities to countries and areas in the Region. The filming should take place in Nabari and Saitama where age-friendly communities have been developed.
With the background above, we would like to seek applications from an organization/company that can create videography from the field based in Nabari and Saitama, Japan.

Requirements - Work to be performed
With technical support from AGE team in WHO WPRO, produce the following output:
Output 1 - Seven (7) videos featuring health professionals and their patients in Nabari and Hospital Saitama. 3 videos will be filmed in Nabari, and 4 videos will be filmed in Hospital Saitama.*
Six videos will involve interviews with 1 to 2 health professionals, while one video will show interactions between the health professionals and the patients. The videographer will be responsible for asking the interview questions (+-3 questions per video interview). Outline of content and interview questions for each video will be provided by WHO. The videographer will be responsible for filming, editing and creation of subtitles. It is anticipated that all shooting will take place in two days (one day in Nabari, and one day in Saitama) and the location will be indoors. All equipment (cameras, lightening, etc.) should be provided by the videographer. The date of shooting is estimated for the two last weeks of March (TBD based on the hospital staff availability).
Output 2 - Four (4) videos introducing age-friendly cities and communities in Nabari and Saitama. 2 videos (one long video and one shortcut) will be filmed in Nabari, and 2 videos (one long video and one shortcut) will be filmed in Saitama.*
*Note: Location and schedule (date/time) of filming are subject to change, based on the COVID-19 situation. The filming conditions will need to be aligned with the infection prevention measures specified by local communities, to which the videographers will need to adhere. This may include undertaking a COVID-19 rapid antigen testing prior to entering the hospital and wearing personal protective equipment throughout the filming period.

Deliverable 1.1 - Submission of the content outline for each video – by 23 March.
Deliverable 1.2 - Submission of three videos filmed in Nabari (up to 2 minutes each) - by 6 April.
Deliverable 1.3 - Submission of four videos filmed in Hospital Saitama (up to 2 minutes each) - by 20 April.
Deliverable 1.4 - Submission of the final videos (after two rounds of feedback from the WHO) in high-resolution format (1280×1080), including the subtitles - by 29 April.

Deliverable 2.3 – Submission of two videos introducing Nabari’s age-friendly environment (one video of 8-10 minutes in length and one shortcut of 2-3 minutes) in high-resolution format, including useful infographics and English narrations – by 29 April.
Deliverable 2.4 – Submission of two videos introducing Saitama’s age-friendly environment (one video of 8-10 minutes in length and one shortcut of 2-3 minutes) in high-resolution format, including useful infographics and English narrations – by 20 May.
Deliverable 2.5 - Submission of the final videos (after two rounds of feedback from the WHO), in high-resolution format (1280×1080), including the subtitles – by 10 June.
Inputs
Under the direct supervision of the AGE team in WHO WPRO, the outputs produced by the Beneficiary will develop videos to communicate the key concepts of social prescribing and age-friendly environments, contribute to the online OpenWHO training materials on social prescribing and sharing experience of creating age-friendly environments, and foster understanding of the key concepts in the WPRO Toolkit on how to implement social prescribing, especially in the areas of link worker training.
Characteristics of the Provider
Education
Essential: University degree in fine arts, multimedia, photography, videography and other relevant fields.
Experience
Essential: At least 5 years’ experience in videography, communications, and/or visual campaigns is required.
Desirable: Experience working with public and private sectors and/or international organizations is an asset. Experience with capturing stakeholder interviews in the context of documentary film making.
Technical skills & knowledge
- Excellent in producing video material with focus on communications and learning.
- Ability to capture the key messages being relayed through storytelling and videography.
Languages
- Essential: Excellent writing and spoken skills in English
- Desirable: Writing and spoken skills in Japanese

Place of assignment
The place of assignment is Japan. Travel is not needed as part of the assignment.
