UHC CONSULTANT
BACKGROUND
Universal health coverage (UHC) is a vision of all people obtaining quality health services without suffering financial hardship. Achieving UHC is the central focus of WHO’s 13th General Programme of Work and a specific target of the Sustainable Development Goals (SDG3.8). UHC team is under the Data Strategy and Innovation (DSI) team. The UHC team plays a role in supporting its Member States in UHC advocacy, developing UHC related guidance and tools, generating shared knowledge and experiences for UHC, using its convening power in drawing multi-country partnership, and providing readily available technical assistance for the implementation of UHC roadmaps and analysis of progress and bottlenecks.
At the 70th session of the Regional Committee for the Western Pacific, Member States (MS) endorsed For the Future: Towards the Healthiest and Safest Region – the five-year vision of WHO work in the Western Pacific Region (WPR) with MS and Partners. For the Future advances a concrete vision that requires working differently (“operational shifts”) in order to surpass priority health challenges (thematic priorities) posed by a rapidly changing region. It necessitates both new ways of thinking and working as countries require different supports from WHO focussed not just on the ‘what’, but also on ‘how’ to achieve UHC.
The road to UHC in Member States is often not linear and requires significant political, social and economic considerations guided by evidence on what works and does not. Closely monitoring progress and adjusting policy, strategies and plans in a timely manner are critical to avoid any setbacks and ensure steady progress towards UHC.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The Universal Health Coverage team: Data, Strategy and Innovation Group is looking for a consultant to provide technical support and inputs on the teams work under the political and technical engagement and knowledge sharing initiative workstream. This workstream aim to support Member States to drive the transformative agenda in advocacy, partnership and participatory governance with UHC as the foundation towards the For the Future Vision.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
The work can be work will be performed remotely under the direct supervision of the Coordinator, Universal Health Coverage.
Output 1: Technical support in the development of the Fifth UHC TAG meeting strategic document
Deliverable 1.1: Assist the team as it continuously works on the refinement of the Fifth UHC TAG strategic document that will comprise insights and comments of the UHC Technical Advisers, WPRO Technical Advisory Group Chairpersons and representatives and WPRO Secretariat.
Deliverable 1.2: Assist the team as it continuously works on the refinement of the Fifth UHC TAG Meeting report in close consultation with the UHC Technical Advisers and WPRO Secretariat.
Output 2: Technical support to the UHC teams work under the political/technical engagement and knowledge sharing initiative workstream
Deliverable 2.1: Assist in updating and maintaining the UHC Country Catalogue.
Deliverable 2.2: Work closely with the HII, HPS, HLE and Country Office Colleagues in information validation of the UHC Country Catalogue.
Deliverable 2.3: Support the team in the consultation process of the joint opinion editorial and series of research works with the UHC Technical Adviser and WPRO TAG Chairpersons and Representative.
Deliverable 2.4: Draft technical documents, meeting materials, presentations, briefs, and report as needed.
Deliverable 2.5: To provide assistance and perform other tasks as required.
QUALIFICATIONS & EXPERIENCE
Education
Essential: University degree in social science, public health or related field from a recognized institution.
Desirable: Relevant Master's Degree in Health Management, Public Health, Health Statistics or related field from a recognized university.
Experience
Essential:
- • At least 5 years of experience or exposure in project management, research, policy development or advocacy/communications in public health and health systems at both national and international level;
- • Proven track record in developing health related framework;
- • Experience in developing countries is desirable; and
- • Working experience in WHO and knowledgeable about the UHC in the Western Pacific is an advantage.
Skills / Technical skills and knowledge
- • Exceptionally strong Writing Skills
- • Ability to conduct research and analyse results
Language requirements
- • Advance level of English
- • Desirably can speak UN official language aside from English

ADDITIONAL INFORMATION:
The Consultant is expected to perform her/his work remotely for the entire duration of the consultancy. And he/she is expected to work for 10 working days a month or 60 days for the entire duration of his/her contract. The selected Consultant will be expected to provide a medical certificate of fitness for work.
DURATION OF CONTRACT: 6 Months starting 3 January 2022
