PROVISION OF MULTIMEDIA PRODUCTION SERVICES FOR OSESGY IN JORDAN AND YEMEN

1.1 The Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) would like to establish a long-term agreement with a multimedia production company that can provide photography and videography services in areas of operations in Jordan and Yemen with flexibility to operate anywhere OSESGY requires services for high profile activities. 1.2 OSESGY’s Public Information Office (PIO) will request services on the basis of need. For each assigned task, PIO will provide detailed briefing and guidance to the vendor and will reserve the right to request edits and changes to the drafts submitted by the vendor to ensure high quality end products. The service provider shall provide all supervisory, management and other personnel with requisite experience, qualification, skills, and other resources to plan and provide multimedia production services to the OSESGY PIO 1.3 OSESGY requires the service of a professional photography and videography production to support the documentation of OSESGY’s activities and contribute to efforts of public advocacy and outreach. PRE-PRODUCTION: - Attend pre-production briefings and participate in preparatory research and production planning meetings (in person or virtually). Concept development: the service provider may be asked to develop possible concepts in the preparatory phase to guide the creative production process. OSESGY PIO reserves the right to request a minimum of 3 concepts pre-production and select one to be further developed and followed, - Script writing: when relevant, the service provider may be asked to develop scripts for visual projects, - Filming guides and shot lists: the service provider may be asked to provide filming guides and shot lists in the pre-production phase to ensure agreement on the technical approach of production with OSESGY PIO prior to production, - Interview guides: the vendor may be asked to identify interview subjects, as well as develop interview questions and interview approaches. The vendor could be further asked to submit interview guides with proposals for selection criteria, interview questions and approaches in the preproduction phase for approval, Language requirements: all products must be bilingually available in English and Arabic. The service provider maybe asked to provide translation and subtitling services to achieve this purpose. PRODUCTION: High quality video and photo cameras (full HD),- lighting and sound recording equipment, High quality 360 degrees cameras, The service provider is expected to have high quality equipment (full HD) and properly trained personnel to conduct professional filming and photography assignments, the service provider is expected to have properly trained personnel to conduct professional animation in 2D and 3D assignments, the service provider must adhere to the United Nations rules and regulations on the ethics of filming and photography in the field including ensuring the meaningful consent of photography and videography subjects. POSTPRODUCTION: The service provider is expected to have the necessary equipment and personnel to produce excellent quality communications material and to conduct all post production services to the highest possible standard including, but not limited to: editing, providing captions, subtitling and translation, provision of music as needed (royalty free), sound editing and mixing, color correction, adding graphics and animated visuals as requested, providing voice over and narration services as requested, purchasing or providing stock b-roll footage and photos if needed 1.4 This EOI does not constitute a solicitation. OSESGY reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to an EOI does not automaticall guarantee that such compay will be considered for receipt of the solicitation when issued .
