Within the framework, UNICEF is looking at hiring a construction company through competitive bidding process qualified to provide Construction services for Rooftop Admin Store & Kitchen in UNICEF new BCO

1. Background
- UNICEF new BCO start its operation from January 2021. Sitting arrangement of the office is open arrangement type. To make best use of daylight there are less closed room. In this context there are no storeroom was planned during architectural design as well as construction period. Most of section’s store are provided in basement floor, which is not sufficient. Specially “Admin” section usually required larger space to facilitate stationery, cleaning materials, office appliances, some IT & safety materials. Basement floor there are other major facility had to accommodate like as car parking, pump rooms, archives, water reservoir etc. Now it is no more feasible to provide stores by reducing car parking or any other facility from basement. In this circumstances UNICEF decided to build a new store for Admin section in unused space of rooftop. Decision was taken by several site visit with operations chief and agreed by Admin section.
- After starting office activities in UNICEF new BCO, SMs are facilitated by cafeteria, kitchen, and dining space for snacks & meals. But all foods & meals are prepared by selected vendor and cooked outside of the building. Then cooked food are carried to BCO kitchen then served. In this process fresh & hygiene food sometime being questioned. Good taste of foods and warm meals are also frequently missed. Due to food preparation placed outside quality control is difficult. To ensure healthy & hygienic food UNICEF decided to set a new kitchen, where regular meals will be prepared always. There will be raw food storing facility, pre-cooking process area, standard meals will be cooked. Backyard area has chosen to construct the new kitchen.
2. Objectives, Purpose and Expected Results
UNICEF is looking at hiring a Construction company qualified to provide construction of structures that will host as UNICEF’s “Rooftop Admin Store & Kitchen”
The services will include but not limited to the followings: Construction of rooftop storeroom, dismantling work, kitchen construction, fittings & accessories, finishing work, Electrical works, plumbing work etc.
After construction of the store, the storing capacity of office accessories, cleaning materials (essentials), admin documents, archive will be enhanced, and present scarcity of storage can be resolved.
By constructing the kitchen hygienic & fresh food for BCO staff members and visitors can be assured. Own cooking facility can be gained.
3. Description of Assignment
The services will include but not limited to the followings: Construction of rooftop storeroom, dismantling work, kitchen construction, fittings & accessories, finishing work, Electrical works, plumbing work etc.
4. Deliverables
The following description of the scope of works intends to convey a general understanding of the Construction work required. Please note that the items mentioned below are generic and might vary depending on site conditions.

5. Reporting requirements
Institutional contractors: indicators for overall and assignment specific experience, workings with UN/development-multinational organizations required, specific personnel (requirements within project team) and/or logistic capacities, and others.
5.1 Construction Standards
The following standards and specifications shall apply to the entire construction project:
- UNICEF architectural and engineering drawings, BoQs and Specifications
- Bangladesh National Building Code (BNBC – 2006)
- ACI (American Concrete Institute) 318-2008
5.2 Office
The Construction Company will have to maintain offices in close proximity to the sites. In coordination with the contractor this office can be located on the construction site. This office will have to be equipped with minimum working facilities (a computer, a printer, a telephone and an internet mail connection). Bidders should submit their plan indicating how they will geographically cover the construction activities liaising with their base offices.
5.3 Removal of Personnel
The Contractor shall maintain discipline at the site and at all times, take all reasonable precautions to prevent any unlawful, riotous or disorderly conduct by or amongst those employed at the site and for the preservation of peace and protection of persons and property.
- Site Manager
The entire operation of the Rehabilitation works shall be superintended by a qualified Site Manager, who shall maintain a close contact with the designated representative of UNICEF on site in order to coordinate the performance of the Rehabilitation works with the needs of UNICEF. The Manager is responsible for:
- Manage the overall work schedule and work schedules of individual staff on site
- Reports on progress to site-foreman, supervision consultants/UNICEF and site meetings.
- Document and report on progress of works on a daily basis in the daily site diary record
- Document and report progress of works on a monthly basis
- Monitor / manage corrective and preventive services on site
- Monitor/Inspect activities and personnel on site
- Implement controls determined in the site management Plan
5.5 Security
The Contractor is responsible to carry out a security check on all staff to be employed for these works
- Standard Code of Conduct:
- Disorderly conduct, use of abusive or offensive language, quarrelling, intimidation by words, actions, or fighting shall not be condoned. Also, not condoned is participation in disruptive activities which interfere with normal and efficient UNICEF operations.
- Intoxicants and Narcotics. The Construction Company shall not allow its employees while on duty to possess, sell, consume, or be under the influence of intoxicants, drugs or substances which produce similar effects.
- Criminal Actions. Normal Bangladesh regulation will be applied to the Construction Company’s employees incurring in criminal actions. Including but not limited to the following actions: falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records or concealment of material facts by willful omission from official documents or records; unauthorized use of UNICEF property, theft, vandalism, or immoral conduct; security violations; unethical or improper use of authority or credentials; and organizing or participating in gambling in any form.
5.7 Tools and Equipment:
The Construction Company shall provide all necessary tools, instruments and equipment to execute the works. These must be available for the contractor’s use during the execution of works.

5.8 Quality Control
The Construction Company shall institute an appropriate inspection system including control tables of duties to ensure the predetermined duties are carried out by the staff. Any shortcomings and/or substandard conditions noted in such inspections shall be promptly corrected and improved; any conditions beyond the responsibility of the Construction Company shall be brought to the attention of UNICEF’s representative on site for disposition.
The bidders must provide an overview of their quality control policy, materials handling, records keeping, implementation and monitoring procedures and processes. This quality control plan will be carefully evaluated in the proposal and closely monitored during execution. UNICEF may request the successful bidder to submit an updated quality control plan before the commencement of works if deemed necessary.
- Mobilization to Site
The bidders shall indicate, as part of their technical proposal, the mobilization period or preparation lead-time required for each of the Site. The mobilization time should include all activities required to be fulfilled for the works to be most effective.
6. Payment Schedule

The indicative deliverables/tasks cover the scope of works expected to be delivered by the Construction Company. These are the deliverables, which will trigger payments as follows:

(*) For Advance Payment the Contractor should provide an unconditional guarantee issued by a bank on behalf of the contractor and in favor of UNICEF to guarantee either submission of deliverables according to the contract, or to refund the advance to UNICEF in case of default by the Contractor. Any charges for such guarantee must be borne by the Contractor.

- The company should be registered and licensed to provide the selected Services;
- The company should have implemented or ongoing 3 (three) contracts of similar nature with organizations/ companies of similar magnitude and complexity.
