Explosive Ordnance Risk Education: National Capacity Building and Implementation in Priority and Hard-to-Reach Communities in Libya
This Call for Proposal aims to promote safe behavior and improve awareness of Explosive Hazards through Risk Education activities, including direct outreach, public campaigns, radio, and TV broadcasting.
This project will provide needed resources to implement risk education activities that are identified in the UNMAS Libya CPS 2020-21 and for which no resources were secured in 2020-21. LibMAC and Mine action partners advised the MASG on 15 October 2020 that insufficient risk education resources are available to mitigate the threat.
An operational principle of understanding the landmine and ERW threats to communities and individuals including women, men and girls and boys of appropriate age;
Identifying vulnerable or target groups among communities, IDPs, and returnees;
Developing and providing appropriate and targeted EORE messages based on EORE need assessment, and;
Confirming new knowledge to be used in LibMAC planning and priority settings;
Regular review and improvement of EORE services and programs to reduce accidents and improve safety.
Outcome Indicator(s):
The selected Grantee(s) will report against the following Outcome Indicator:
Percentage of EORE beneficiaries that demonstrate an increase in knowledge between unsafe and safe practices.
(The selected Grantee will be briefed and trained on the monitoring tools during the project startup meeting). The Logical Framework, as a minimum requirement, must clearly state Outputs, Activities, and Targets, disaggregated by Direct and Indirect EORE delivery; all activities should be for the following areas: Tripoli, Gharyan, Aziziya, Tawergha, Mizda, and Sebha.
The Applicant is expected to design Outputs and related Indicators and Targets that will lead to the achievement of the Outcome(s) and Impact. Additional Outputs and Activities must also be developed by the applicant to describe other deliverables that will be achieved through the project they have designed.
The selected Grantee(s) will be expected to have exclusive control over the achievement of the Outputs they formulate to contribute to the above Outcomes, although aspects of the quality and progress of the grant implementation shall be subject to review by UNMAS Libya.
