New clarification added: QuestionAs part of RETURNABLE PROPOSAL SCHEDULE 8, signed CVs (including relevant education and professional certificates) of the proposed personnel for each of the disciplines and experience levels shall be submitted. Due to the 20MB file size limitation, we have tried various available methods to compress these files (without compromising the legibility) but we were unable to. New clarification added: “Returnable Proposal Schedule 6 – Matrix 001 List of Countries, Services and Sectors to be included in the LTA” refers. The document reads: - A minimum of two countries should be selected. If a firm only has previous experience in one country, they should select at least one more country which may have similar infrastructure context which they would be willing to provide services if requested. It is understood that Design services may only be provided in countries in which the firm is registered, but other services such as technical review, feasibilty studies and ad hoc technical advisory services may be offered in other similar countries. Does this mean that a firm is not allowed to offer design services in a country where the firm is not registered, even though many design works in this current electronic/virtual global environment can be done from anywhere in the world?This statement is indicated to cover countries which might have specific requirements that only companies that hold licenses in that specific country are allowed to do design services. For countries which do not have this requirement, there is no restriction for any company to bid to provide such service in that country.

New clarification added: Dear Team,- Understood that LTA will be awarded to one region only, but will individual Contract/Call Off Orders will made agreement via LTA contracted region for works at other region?This LTA is run by the Asia Region, with the primary intention of engaging call-off orders within the Asia region. However, it is possible to agree services in other regions if requested, and approved by the Asia Region director.- If the above is likely to be “Yes”, our inter-office-agreements between regions will include to all applicable taxes, which become a net proposed amount rate in LTA proposal. However, Main Contract between UNOPS(Myanmar) and Meinhardt Myanmar will be in tax exemption as per Instruction to Offerors section 18.N/A- In the Instruction of Offerors, page 3, section 9, paragraph 3 mentioned that Öfferors participating in a site inspection shall be responsible for making and obtaining any visa arrangements that may be required for the Offeres to participate in a site inspection". If one LTA Coordinator to perform at different regions, it is understood that expenses (i.e travel, accommodation, perdiem, etc.) incurred from assignments will be reimuursed/paid accordance to actual/DSA rate. Please confirm this include for both local and international travels? Moreover, at this COVID situations, is will be difficult for private company to book 'relief flight'and obtain visa. And also work will not be effective due to month quarantine at landing arrival and return. This may apply to both International and/or local travels. Please consider for this when award in condition of one Coordinator for the LTA contract, instead of each coordinator for each region.Yes. The costs incurred would be reimbursable to UNOPS as per actual cost, and following standard DSA rates applicable in each location. Regarding COVID-19 situation which limits travels, it is noted and for the execution of the project, UNOPS country offices would follow the guidelines provided by each UN Country Team - Vendor requires to submit Audited Financial Reports for last 3 year plus cover page and Liquidity ratio evidence. We could not find any cover page template (i.e "Returnable Proposal Schedule page' related to this submission) in provided RFP documents. Please advise contents required on cover page if to create own? Bidders should outline their typical approach to undertaking their services noting specifically the requested information in schedule 11.- Insurance should cover Professional Indemnity, Public Liability and Employer's Liability. If you already have a general insurance coverage, please provide the details so that we don't need to agree this on a case by case basis. Otherwise it will need to be obtained and provided for each individual assignment - in this case a statement accepting this will suffice for the LTA process. - Contracts are not required, but they may be provided if they demonstrate evidence of relevant previous project experience. We are also requesting client contact details for each project listed to enable spot reference checking. All submitted documents should be attached electronically with a clearly identifiable file name, to the submission.
