If a bidder did not attend will their submission still be considered?Answer The pre-bid meeting is not mandatory. We will consider proposals submitted by bidders that did not attend the pre-bid meeting.

New clarification added: Dear Sir,It is kindly request you to clarify below questions:- When our staff will be worked in Afghanistan for LTA Project, in this case they need for accommodation, transportation and admin staff, but the bill of quantity sheet does not have any raw to add these cost, due to this could we add the raw to add these cost in bill of quantity sheetThe cost for transport flight would be reimbursable to UNOPS as an at-cost . While the cost for accommodation and other expenses would be based on UN standard DSA rate, accessible here : https://icsc.un.org/Home/DailySubsistence. Please refer to RFP Section II - Schedule of Requirements, on page 8 under "Pricing Schedule". Bidders are not required to quote these expenses at this stage. - While of staff will be worked in other county in this cause, what is the rule for their accommodation, transportation, air ticket and other such as perdiam, because we do not have any idea for tripe number and place where our staff will be go and how many timeAs mentioned on the first question, the cost for flight would be reimbursable to UNOPS at an at-cost basis. While accommodation, perdiem, and local transport would follow UN standard DSA rate, accessible here : https://icsc.un.org/Home/DailySubsistence. The actual cost per-assignment would be decided at the Call-Off Order stage. Bidders are not required to quote these expenses at this stage. - Is it need to give cost per day for all three level for each position, because we will be given one CV for specific level as per requirementAs stated in Section II - Schedule of Requirements, - Bidders must price for the supply of the resources in all three experience levels. It is a must that you quote the rates / cost for the 3 different experience levels- It is kindly request you to response prior to proposal submission data and time to be consider in the submittal, because my previous question answer just a few hours before closing date Clarification responded - As AES has submitted its proposal on 10 September 2020 before closing date which was 11 September 2020, but it has extended, now could we able to re-submit our proposal for second time, in the e-system there is no any updating baton to update our proposal, just in the submission page, there is withdraw, so please instruct us to submit our proposal for second time.For re-submission, you can withdraw the proposal, and then re-submit the revised proposal.

New clarification added: QuestionAs part of RETURNABLE PROPOSAL SCHEDULE 8, signed CVs (including relevant education and professional certificates) of the proposed personnel for each of the disciplines and experience levels shall be submitted. Due to the 20MB file size limitation, we have tried various available methods to compress these files (without compromising the legibility) but we were unable to. As such, we propose that all the signed CVs (including relevant education and professional certificates) will be uploaded to our DropBox account and the download link will be provided in the RETURNABLE PROPOSAL SCHEDULE 8 so that UNOPS could download these CVs.Kindly acknowledge if this would be acceptable.AnswerYes, this would be acceptable

Please refer to the statement mentioned in Schedule 11 (OUTLINE STATEMENT OF PROPOSED METHODS) “Bidder shall provide a detailed method statement (Max 10 pages…...”.Please elaborate the above statement whether this limit on number of pages for method statement will be on every separate service we opt for bidding or will it be applied as a whole for all services?The number of pages mentioned are for the whole service 2. Please refer to Schedule 08 (TEAM & PERSONNEL), under Category 2, there is a discipline “Water Engineer”.Please make the role of this discipline clear, whether this will be a Water Supply Engineer or Water Management Engineer or somewhat else?These disciplines are intended to cover a broad range of potential infrastructure services. In this example, a water services engineer may be expected to cover water supply, storage, treatment, distribution, and wastewater management infrastructure. It is understood that this may not be able to be covered by the same person, but the maximum rates included should cover the types of people needed to provide these services.3. Please refer to Schedule 08 (TEAM & PERSONNEL), is there any age limit for categories of personnels listed therein.There is no age limit, provided that the team proposed has the required experience6. For 3rd party review, hiring of consultant will be done either by client or by consultant. If it is done by the consultant, how the cost of hiring can be included in proposal at this stage? The 3rd party design reviews are managed by UNOPS. The consultant will either be engaged to either to carry out the desing or the 3rd party review.

New clarification added: “Returnable Proposal Schedule 6 – Matrix 001 List of Countries, Services and Sectors to be included in the LTA” refers. The document reads: - A minimum of two countries should be selected. If a firm only has previous experience in one country, they should select at least one more country which may have similar infrastructure context which they would be willing to provide services if requested. It is understood that Design services may only be provided in countries in which the firm is registered, but other services such as technical review, feasibilty studies and ad hoc technical advisory services may be offered in other similar countries. Does this mean that a firm is not allowed to offer design services in a country where the firm is not registered, even though many design works in this current electronic/virtual global environment can be done from anywhere in the world?This statement is indicated to cover countries which might have specific requirements that only companies that hold licenses in that specific country are allowed to do design services. For countries which do not have this requirement, there is no restriction for any company to bid to provide such service in that country.

New clarification added: Dear Team,- Understood that LTA will be awarded to one region only, but will individual Contract/Call Off Orders will made agreement via LTA contracted region for works at other region?This LTA is run by the Asia Region, with the primary intention of engaging call-off orders within the Asia region. However, it is possible to agree services in other regions if requested, and approved by the Asia Region director.- If the above is likely to be “Yes”, our inter-office-agreements between regions will include to all applicable taxes, which become a net proposed amount rate in LTA proposal. However, Main Contract between UNOPS(Myanmar) and Meinhardt Myanmar will be in tax exemption as per Instruction to Offerors section 18.N/A- In the Instruction of Offerors, page 3, section 9, paragraph 3 mentioned that Öfferors participating in a site inspection shall be responsible for making and obtaining any visa arrangements that may be required for the Offeres to participate in a site inspection". If one LTA Coordinator to perform at different regions, it is understood that expenses (i.e travel, accommodation, perdiem, etc.) incurred from assignments will be reimuursed/paid accordance to actual/DSA rate. Please confirm this include for both local and international travels? Moreover, at this COVID situations, is will be difficult for private company to book 'relief flight'and obtain visa. And also work will not be effective due to month quarantine at landing arrival and return. This may apply to both International and/or local travels. Please consider for this when award in condition of one Coordinator for the LTA contract, instead of each coordinator for each region.Yes. The costs incurred would be reimbursable to UNOPS as per actual cost, and following standard DSA rates applicable in each location. Regarding COVID-19 situation which limits travels, it is noted and for the execution of the project, UNOPS country offices would follow the guidelines provided by each UN Country Team - Vendor requires to submit Audited Financial Reports for last 3 year plus cover page and Liquidity ratio evidence. We could not find any cover page template (i.e "Returnable Proposal Schedule page' related to this submission) in provided RFP documents. Please advise contents required on cover page if to create own? Please also advise which methodology is to be used for calculating Liquidity ratio?Current ratio method, (or) Quick ratio method, (or) Cash ratio method ???We do not provide the cover page of the Audited Financial Report since this is a standard document that is included in Audited Financial Reports. Liquidity ratio is calculated from the total current asset / current liabilities

New clarification added: Question:Dear Sir/Madam,As UNOPS would like to have Long Term Agreement - Asia Region LTA for Infrastructure Consultancy Services with reference RFP/2020/15271, due to this the RFP is under reviewing thus it is kingly request you to clarify below question which are state as below:- If a company would like to work in engineering survey, design, geotechnical investigation and construction supervision, for this company is it necessary to prepare the methodologies which are required in Returnable Proposal Schedule 11.- Could you explain the insurance which you considered for this proposal, is it possible to taken insurance for employee after project award?- Is it required to submit the pervious project contracts, if yes where we should attache these contracts.Your soon feedback will be appreciated.Answer:- Yes the methodology in schedule 11 is a requirement and contributes to the scoring of the technical evaluation. Bidders should outline their typical approach to undertaking their services noting specifically the requested information in schedule 11.- Insurance should cover Professional Indemnity, Public Liability and Employer's Liability. If you already have a general insurance coverage, please provide the details so that we don't need to agree this on a case by case basis. Otherwise it will need to be obtained and provided for each individual assignment - in this case a statement accepting this will suffice for the LTA process. - Contracts are not required, but they may be provided if they demonstrate evidence of relevant previous project experience. We are also requesting client contact details for each project listed to enable spot reference checking. All submitted documents should be attached electronically with a clearly identifiable file name, to the submission.
