Description
1. The Contractor shall provide all labor, supervision, equipment, materials,
transportation with all incidentals necessary or required for maintenance, repair
and emergency service response for the Secretariat window cleaning scaffold at the
United Nations Headquarters in New York in accordance with City, State and
Federal Government laws, rules and regulations.
2. The contractor of the Secretariat window scaffold shall establish and maintain a log showing inspection, maintenance work performed on the scaffold, technicians’ names and any other paperwork necessary to follow city and state requirements. The maintenance schedule and log sheet shall be available at the site for use by the Plant Engineering Section or their authorized representative.
3. The contractor shall be responsible for scheduling required Annual and 5-year City/State/Federal inspections with inspector and maintain a log of their findings which will also be provided to the Plant Engineering Section once results are received.
4. Prior to being put into operation on any day, the scaffold shall be subjected to a preliminary inspection and test to assure its safe condition. Results of this inspection shall be noted in the log. This inspection shall be performed by Contractor’s responsible person trained in the use and operation of the scaffold.
5. Upon discovery of any substantial defect or abnormal condition in the scaffold or any part thereof, the scaffold shall be placed out of operation until the abnormality or defect has been corrected and the scaffold is restored to its normal operating condition.
6. Each person working on the suspended scaffold shall be provided with and shall use an approved safety belt. Each belt shall have its own lifeline, which shall consist of a hanging line and a tail line. The tail line shall be of minimum practical length and shall be attached to the hanging line by an approved special device to allow vertical adjustment of the point of attachment. The lifeline shall be securely attached to an appropriate anchorage.
7. The Contractor shall provide window rig maintenance as required by NYC code. It should include all costs associated with regular rig maintenance and replacement of worn parts during required inspections.
8. The costs to maintain the rig should include materials and labor but not limited to replacement of cables (as required by NYC regulations), rig rollers/bumpers, wheels, bearings (lubricate as necessary) , davit arms, davit arm pedestals/bases (embedded sockets), brakes, motor inspections, cable guide pulleys, gear box, clutch assemblies, power cord, winder motors, relay board and emergency safety systems. This maintenance program will not include any structural damage caused by age and usage such as broken welds.
9. The contractor will be required to certify individuals on the proper use of the scaffold prior to anyone being able to operate the scaffold. Specifically individuals who will operate the scaffold to clean the windows of the Secretariat building
