EXTERNAL MONITORING OF CASH BASED INTERVENTION IN ECUADOR
THIRD PARTY MONITORING ORGANISATION (TPMO)
Hire a Third-Party Monitoring Organization (TPMO) to provide independent monitoring services for Cash Based Intervention Project in Ecuador. This function requires 1) ongoing monitoring of necessary services to deliver project objectives against project standards and operational protocols, including response times by the implementing partner; 2) assessment of the quality of complementary services provided by the implementing partners such as counseling, psychosocial support and accompany families for children to access social and protection services; 3) monthly comparisons between the amounts reported by the beneficiaries (to be contacted by the TPMO) and the amounts reported by the implementing partners; if differences arise due to error, fraud, among others, investigate those cases; 4) collect information from the beneficiaries, complementing information already collected by the implementing partner; 5) follow-up of those cases determined as priorities from the baseline information; 6) Ongoing monitoring of the effects found between baseline and follow-up, especially in the area of education and protection. 7) Develop a visualization tool (i.e. dashboard) to show information based on the data collected at baseline, the effects of the programme based on the follow up data, among other information. Annex 3 has a monitoring framework guide. All of the above with the purpose of taking corrective action as appropriate and keep improving the service.
