New clarification added: Dear UNOPS!In Annex 4 there are requirements for UPS:-incremental steps in power of the UPS - 30 kVA/kW per step-the UPS must have parallel work featureThis requirements don't allow bidder to choose another manufacturer of MDC because each manufacturer has it's own features and it's own steps of of UPS power.Working in parallel is only feasible if there are plans to extend capacity of MDC/RMDC and do not need in this project.As you answer that we can choose any manufacturer, please exclude this requirements.______________________________________________Dear Bidder,Thank you for your question.Incremental steps in power of the UPS at least 30 kVA/kW per step is considered as optimal and required as per Technical Specifications.Values equal or higher than 30 KVA/KW are acceptable as well.The market offers various manufacturers of UPSs that meet or exceed the necessary requirement.

Given the tight deadlines in the project requirements, it is not possible to submit full documentation in accordance with the requirements at the stage of submitting a tender proposal. In this regard, the question is, is it possible to submit a full package of project design proposal documentation at the stage of determining the winner?___________________________________________Dear Bidder,All Bidders participating in this tender must submit and upload required Returnable Bid Schedules, including drawings and engineering solutions of the RMDC/MDC using the “Returnable Bid Schedule 11 – Proposed Design. New clarification added: At Design Brief it is demanded to provide: In-situ survey, particularly site visits, feasibility studies, geodetic survey, geological survey (3-4 test pitting for the depth of designed foundations), hazards survey, life circle-cost calculations, low carbon emmission proposals, consequences class calculation, climate change tendencies. The activities should result in a technical report and provided to UNOPS accordingly to the implementation schedule. It is not possible to provide correctly design proposal with demanded information without visits on site.___________________________________Dear Bidder,These activities have been completed. The Design Brief was developed by UNOPS in order to engage a Design Company (Consultant) which has already developed Conceptual Design (see Annex 2). Please be reminded that according to the Design Brief (Section 5):“5.2 Conceptual design for MDC/RMDC and diesel generators to be provided by the Consultant, (already hired by UNOPS, which produced the Designs – Annex 2). Detail design for foundations structure and networks location and connections, site layout with location of data centers, diesel generators, fencing and shed structures design and proposals to be provided by the Consultant (Annex 2).5.3 Final design for MDC/RMDC and diesel generators to be provided by the supplier. New clarification added: Is it sufficient to provide a letter about engaging a subcontractor, which is necessary to carry out the scope of work, to confirm partnership with him and with the possibility in the future, at the stage of declaring the winner, to organize a consortium?__________________________________________________Dear Bidder,Thank you for your question.You are allowed to engage subcontractors, and required to indicate them in "Returnable Bid Schedule 10 - Proposed Subcontractors and Suppliers".However, if you intend to submit a bid in response to this ITB in a consortium / joint venture, you are required to establish a consortium or joint venture by signing an agreement/contract between JV members prior to bid submission deadline and provide it in a bid package with othre documents. The main company should be defined, together with the distribution of authority and competences among the consortium parties. New clarification added: Dear UNOPS,In the qualification criteria, you indicate that the bidder should have “an experience in construction and renovation for the last 3 years”, which is not entirely correct, considering that the subject of the purchase is the Modular data processing center, in other words, the participant’s experience and competence in the delivery should be displayed by the main technological solution of the subject of procurement. We suggest to make amend to the qualification criteria and require the experience of the bidder in the supply, assembly and installation of Modular data processing centers.______________________________________________Dear Bidder,Thank you for your question. Due to the fact that Construction, Installation and Connection of the Modular Data Processing Centres was considered as infrastructure-related activity, UNOPS requires bidders to comply with the stated requirements, specifically those mentioned in Returnable Bid Schedule 8.Participation of joint ventures/consortiums is allowed and encouraged.

New clarification added: It is demanded "air-conditioning to be mounted on the ceiling...warm air-intake - from the top three sides... cooled air release top-to-bottom" - it's technically unreasonable so kindly ask you to remove this requirements as it is already demanded technically reasonable requirement The air-conditioning system serves to cool down the IT equipment of up to 40kW thermal load, as well as the UPS thermal load. in Annex 4 - Technical specifications.zip?___________________________________________________Dear Bidder,Thank you for your question.The method of air conditioning mentioned in the Technical Specifications is considered as most rational taking into consideration optimal distribution of airflows in MDC/RMDS.However, the exact installation position of the air conditioning equipment or air intakes/outputs should be considered optional (upon Bidders' technical solution) as long as efficient cooling of equipment is ensured as well as "cold" and "hot corridors" separation is maintained properly.

For example:” Precision industrial air-conditioners to be mounted on the ceiling in front of the cabinets with equipment in the "cold corridor" to cool down the IT equipment; warm air intake - from the top three sides; cooled air release - top-to-bottom, to the front of the cabinets. Air-conditioners shall not be mounted directly over the cabinets with IT equipment.” The cooling system can be implemented using various types of air conditioners (row-type design, cabinet type, ceiling, etc.). An indication of a specific type of execution, type of air intake limits bidders to certain manufacturer of MDC. Considering that, can we use other type of air conditioners?12. All pointed above and other MDC requirements in common refer bidders to certain MDC manufacturer - Vertiv. Do we need to offer exactly Vertiv’s MDC without changing of TOR or we can offer another manufacturers with changing of TOR?__________________________________________________Dear Bidder,Upon further consultations, please see the updated clarifications:11. New clarification added: In “20191022_PRAVO_MDC_eng” document in requirements for UPS you demand "incremental steps in power of the UPS - 30 kVA/kW per step". This requirement is technicaly unreasonable and with a smaller power step of the power module, a more granular expansion can be achieved, which will cost less with growth (and the future growth is not considering in technical documentation), and will also make it possible to maintain the UPS efficiency at a higher level, because there will be no of excess power. Higher efficiency will lead to less heat generation of the UPS, which will also positively affect the cost of energy for cooling. Kindly ask you to correct requirement “incremental steps in power of the UPS - 30 kVA/kW per step” with “UPS maximum active power must be at least 70 kW” because in requirements for Diesel power station you demand “The output of the DPS to be at least 70kW in Prime mode (continuous operation)”.______________________________________________Dear Bidder,Thank you for your question.Incremental steps in power of the UPS - 30 kVA/kW per step - is considered as optimal. Most modern UPSs have maximum efficiency within the range of 30 - 100% of load.

New clarification added: Технічні вимоги до MDC/RMDC визначають значення потужності дизельного генератора не менше 70 кВт в режимі Prime. В той же час проектною документацією вказаний дизель генератор з максимальною потужністю 65 кВт. Просимо перевірити коректність зазначених вимог до дизельного генератора./The MDC / RMDC technical specification determine a diesel generator power rating of at least 70 kW in the Prime mode. At the same time, project documentation specified diesel generator with a maximum power of 65 kW.Please check the correctness of the stated requirements for the diesel generator.___________________________________________Dear Bidder,Thank you for your inquiry. New clarification added: Технічним завданням на MDC/RMDC визначено ІТ-навантаження - 40 кВт і необхідність розрахування загального електроспоживання з урахуванням споживання інженерного обладнання обладнання. В проекті облаштування майданчиків зазначена сумарна потужність всього MDC/RMDC - 44.96 кВт. Враховуючи попередній досвід, значення сумарної потужності є недостатнім. Просимо перевірити коректність значення сумарної потужності, також беручи до уваги висунуті в ТЗ вимоги до дизельного генератору./The MDC / RMDC technical specification defines the IT-load (40 kW) and the need to calculate the total power consumption taking into account the consumption of the engineering equipment of the equipment. In the site design project, the total power of the entire MDC / RMDC is indicated - 44.96 kW. Given the previous experience, the value of the total power is insufficient.Please check the correct value of the total power, also taking into account the requirements of the diesel generator set in the vehicle.___________________________________Dear Bidder,Power consumtion of ICT equipment (server and switching equipment) to be installed in the MDC is 40 kW. It was computed in Annex 4. New clarification added: It is required The MDC must be transportable by the public roads in Annex 4 - Technical specifications.zip. Ukrainian rules of traffic allows to transport MDC with the next dimensions 13000х3000х2900мм so kindly ask you to correct technical requirements to MDC the next dimensions13000х3000х2900мм.___________________________________Dear Bidder,Overall dimensions of each MDC/RMDC module shall not exceed 12200x2500x2900 mm (LxWxH) and modules must be transportable by public roads.These dimensions neither exceed the Ukrainian traffic rules, nor violate them. Any equipment, which is suggested by Bidders to be attached to the MDC/RMDC and exceed 12200x2500x2900 mm dimensions, should be dismantled prior to potential transportation.

In Annex 4 there is requirement for UPS: “the construction must allow for "all in one” installation of modules: installation slots for power modules, battery modules, built-in service mechanical and electronic (static) bypasses;” This requirements limits bidders to certain manufacturers( for example Vertiv). Can we use UPS construction with separate cabinet for mechanical bypass?7. In Annex 4 there is requirement for UPS : “automatic transfer of backup modules to "cold/hot" reserve modes upon a change in the load or in case of failure of any operating module;” – Can we use UPS without such option as it doesn’t worsen operational characteristics?8. In Annex 4 there is requirement for UPS: “the UPS must have parallel work feature”. This requirement is only feasible if there are plans to extend capacity of MDC/RMDC. Can we use UPS without this option?9. In Annex 4 there is requirement for UPS: “incremental steps in power of the UPS - 30 kVA/kW per step”. This requirement limits bidders to certain manufacturers ( for example Vertiv). Can we use other steps of the UPS power?10. New clarification added: Technical Specification indicate that at least 6 external communications cables should be inserted into the MDC/RMDC. Please specify the cable type.The project documentation for the site construction states the requirement to use direct friction. There are no such requirements in the MDC/RMDC Technical Specification. The use of direct friction (external air supply to the MDC/RMDC) can lead to false alarm from early fire detection system.________________________________________________________________Dear Bidder,The answers are as follows:1. External communication cables should be fiber optic cables, fiber type - SM.2. As explained during the Pre-Bidding Meeting, usage of free-cooling system is a UNOPS sustainability requirement. Free-cooling system must be a part of the Bidders' proposals.

New clarification added: Do we understand correctly that according to the Technical Specification, the main switching area of a structured cabling system should be located in one of the 800x1100x2000 communication cabinets, and all other cabinets will be used as server and connected to the switching permanent cable lines?_________________________________________Dear Bidder,Thank you for your inquiry. According to Technical Specifications (Structured Cabling System section), "the main switching area should be located in a switching cabinet 800 mm wide complete with lateral vertical cable organizers".

New clarification added: 1. In technical requirements electrical power consumption of IT equipment and power capacity of DPS somewhere specified in “kW”, somewhere specified in “kVA/kW”( that’s can’t be the same). Please clarify what is correct kVA or kW?2. The technical requirements (Annex 4) of the MDC indicated the power capacity of IT equipment as 40 kW. In the design (Annex 2, ETP pp.4, 5) , on a single-line diagram of the ATSD board, the power capacity of the PB board (load of MDC) for the data center is also 40 kW, i.e. the electrical power calculation did not take into account the power of additional equipment (air conditioning, lighting, data center fire safety systems, battery charge, etc.).Can you clarify power capacity of IT equipment OR check electrical design (Annex 2, ETP pp.4, 5)?3. Required size of commutation cabinets at RMDC, WxDxH (mm): 800х1100х2000 and size of telecommunication cabinets at RMDC, size WxDxH (mm): 600х1100х2000. Requirement of such sizes limits bidders to certain manufacturers (for example Vertiv). Can we use another sizes of cabinets and another manufacturer (for example 750х1070х2000 and 600х1070х2000 respectively), providing the same capacity for IT equipment.4. In requirements to module air conditioning system temperature range is -30 to + 50°С, but for module structure temperature range is -35 to + 45°С. Can you clarify which data is correct?5. Please clarify: Is UPS module must cover both IT equipment an air conditioning system OR just air conditioning system?____________________________________________________Dear Bidder,Thank you for your questions. Answers are provided below:1. The correct unit of measurement is kW.2. Power consumtion of ICT equipment (server and switching equipment) to be installed in the MDC is 40 kW. It was computed in Annex 4. As the cumulative power consumption depends on the proposed detailed MDC/RMDC designs produced by the bidders, the ETP section of Annex 2 will be amended after the tender finalization.3. Dimensions of commutation and telecommunication cabinets (racks) should remain as stated in Annex 4 (Technical Requirements). There are several potential manufacturers of racks that supply racks of these sizes.4. The range is from -30C to +50C.5. UPS must cover both IT equipment and air conditioning system.

New clarification added: Dear UNOPS,The technical specification provides a diesel generator in an all-season noise-absorbing casing and MDC/RMDC in all-weather performance, which withstands any weather conditions possible in the territory of Ukraine. In this case, is it mandatory to construct a roof over the diesel generator and MDC / RMDC?__________________________________________Dear Bidder,Thank you for your question.The roofs over the diesel generators as well as over the MDC/RMDC are designed and included in the BOQ.
