The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) plans to procure a consultancy firm for the following consultancy:  Development of a Methodology for the Identification and Training of Women Political Aspirants and Candidates, as described in this Request for Proposal and its related annexes.  TERMS OF REFERENCE (TOR)

Development of a Methodology

for the Identification and Training of Women Political Aspirants and Candidates

 

1.       Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, the United Nations Entity of Gender Equality and the Empowerment of Women (UN Women) works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into actions throughout the world.  It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Tanzania Country Programme is part of the United Nations Delivering as One and included as part of the UN Development Assistance Programme, (UNDAP) II (2016-2021) Ouctome area “Women and girls increasingly participate in political and public life and are elected to leadership position”, the UN Women Tanzania, Country Strategic Framework 2017 – 2021; the UN Women Global Flagship Programme Initiative: Women’s Political Empowerment and Leadership, as well as, national gender policy, the SDGs (in particular, Goal 5  ‘Achieve Gender Equality and Empower all Women’), CEDAW and other international and regional commitment.

 The UN Women’s led project, the Women’s Leadership and Political Participation (WLPP), Wanawake Wanaweza (2017-2021) aims at ensuring that “Women Lead in Political Decision-Making”.

The project covers both Tanzania Mainland and Zanzibar for the identification of aspirants/candidates, training, and awareness-raising of local communities in national and sub-national elections.

UN Women Tanzania’s approach to promote women’s leadership and political empowerment adheres to an election cycle approach within a broader democratic agenda, allowing for better identification of needs and advanced planning. The current project is the continuation of the Wanawake Wanaweza phase I, which was implemented in the period from 2014 to 2016. Such as the first phase, it applies a holistic approach to achieving the laid down outputs and outcomes using the following strategies:

-          Legal and policy reforms: Strengthening capacities of both government and non-government institutions to promote women’s rights, women’s participation and leadership, including integrating gender equality and inclusive principles in the revision, amendment and implementation of policy and legislation to increase and improve women representation in decision- making positions.

-          Advocacy and policy dialogue: Support to civil society organizations' capacity to undertake research and engage in evidence based policy dialogue and advocacy on issues linked to women’s rights to leadership and participation with the aim of increasing influence on the development and adoption of gender responsive and inclusive policy frameworks and legislation.

-          Increased capacity of political parties on women’s political leadership: Support to political parties through their umbrella organizations to remove barriers that directly or indirectly discriminate against the participation of women, youth and PWDs; to develop their capacity to analyse issues from a gender and inclusiveness perspective, and to adopt policies and procedures, as appropriate, to promote the ability of marginalized groups to participate fully at all levels of decision-making within political parties.

-          Identification and capacity building of women political aspirants and candidates: Support to the participation of women in political leadership and electoral processes by identifying and training aspirants and candidates, targeting their specific needs for successful political candidacies within their constituencies and political parties.

-          Mitigating violence against women in politics (VAWP): The project aims at increasing awareness and monitoring of VAWP to enable a comprehensive understanding of the violence and its implications for women vying for political posts, voters’ turnout and overall participation in elections. In addition, the project will support different actors to take actions on preventing, mitigating and responding to VAWP in the future

-          Strengthening capacities of women’s caucuses of parliament: Support capacity building of members of the women’s caucusses in the Parliament, Parliamentary Committees and House of Representatives Committees to engage in discussions on gender equality and women’s rights, including in the legislative reform processes and on gender responsive and inclusive budgeting.

At the community level, where norms, attitudes and practices often undermine women’s rights and gender equality, the project engages in community sensitization through working with opinion makers, such as community and religious leaders, grassroots women’s organizations as well as the media to build the capacity of these actors to publicly promote and advocate for a greater acceptance of women.

 

2.       Justification of the Consultancy

Despite constitutional measures and international frameworks, women remain under-represented in the landscape of Tanzanian politics. 95% of women in the Tanzanian parliament were selected through the special seat arrangements between 1985-2010 (Meena, 2015). Currently, the number of female members of the parliament (MP) is at 36.3%, however most of them through Temporary Special Measures (TSM). Several reasons have been identified as contributing to the low participation of women in politics, including the majoritarian electoral system, political parties as gate keepers, corruption, electoral violence, lack of economic power, culture and limited civic education (Makulilo, 2014).

Discriminatory laws, practices, attitudes and gender stereotypes, low levels of education and poverty disproportionately affect women in the political sphere.  As noted in several studies, the practices followed for intra-party nominations have tended towards the nomination of male candidates. Women are often left out as they are considered ill-suited for the job. Considering that independent candidacies are not allowed in Tanzania, political parties are the gate keepers of the nomination and candidacy process. However, male dominated nomination systems within political parties may prevent women candidates from being nominated, particularly with stiff intra-party competition. Gender discrimination remains one of the major obstacles for women, as several women candidates’ report experiencing gender discrimination during intra party and electoral campaigns (Killian, 2016).

In response to this situation, ahead of the 2015 general elections, the Wanawake Wanaweza first phase identified 1925 aspirants and trained 1282 aspirants and 730 candidates for both Parliamentary and Councill positions on leadership and communication skills, campaign management, budgeting and fundraising, conflict management etc., across 15 regions in Tanzania Mainland and Zanzibar. However, several challenges were encountered during these exercises, which require the review of methodologies for identification and training of aspirants, to ensure the identification of credible, capable and motivated aspirants who will have good chances of being nominated by their political parties.

Building on the lessons learned from the first phase of the project, the purpose of the present consultancy is to engage a consultancy firm to carry out a desk review and ground research to develop a methodology for the identification of women political aspirants for both Parliamentary and Councill positions and develop an appropriate training programme and materials to cater for the different needs of the two groups which will increase their chances of winning the intra-party nominations and be elected in the 2020 elections.

 

3.       Development Objective

The development objective underlying the proposed consultancy is to build on the lessons learnt and best practices from the Wanawake Wanaweza Phase I and develop a methodology for the identification and strengthening of the capacities of women political aspirants which will empower them to lead succesfull campaigns to become elected leaders in the 2020 general elections.

Immediate objectives

-          A comprehensive and actionable methodology for the Identification and Capacity Strengthening of Women Political Aspirants and Candidates, tailoring for the specific needs of both MPs and Councillors, is in place, and is based on the lessons learnt and best practices of national, regional and global experiences, and will enable the transparent identification of credible, capable and motivated women political aspirants.

-          A comprehensive training programme and training manual containing a progressive programme to be applied over the span of 3 years, to cater for the specific needs of aspirants and candidates for the Parliamentary and Council positions before and after the intra-party nominations (candidates), based on existing global, regional and national training materials, is in place, and will allow a progressive and effective learning experience to increase the chances of successful nominations/ candidacies of women political aspirants.

-          A methodology for providing continuous support/ backstopping to women candidates, once they have been nominated by their political parties and up to the elections.

-          The best suited Implementing Partners for the identification of aspirants and the application of the training manual, based on their comparative advantage, including mandate, institutional capacity and curriculum, are identified.

 

4.       Outputs

The Consultancy firm will deliver the following:

-          Comprehensible and actionable methodology for the identification and training of aspirants and candidates for the Parliamentary and Council positions. The content of the methodology will include but is not limited to the following:

o   Executive Summary;

o   Background and situation analysis on the political and regulatory framework and context in Tanzania regarding processes for elected leadership and particularly women including young and women with disabilities’ political leadership;

o   Clear and concise desk review of best practices and lessons learned from the international and national experiences on the identification and training of women including young and women with disabilities aspirants and candidates;

o   Methodology which will indicate process, stakeholders and criteria for identification/ selection and identification, of women aspirants, including young and women with disabilities;

o   Methodology for the training of women including young and women with disabilities aspirants;

o   Proposed implementing partners, including rationale for their engagement based on criteria related to comparative advantage, experience, mandate and institutional capacity;

o   Geographical coverage for identification and training of aspirants;

o   Action points for the implementation of the methodology.

 

-          Training manual for strengthening capacities of women political aspirants and candidates including young and women with disabilities, catering for the specific needs of members of Parliament and Council before and after the intra-party nominations. The training should include, but not be limited to the following:

o   Glossary of concepts

o   Learning sessions organized with learning objectives, steps to follow, provision of content; exercises; materials required; case studies; etc.

o   Training modules to include comprehensive and progressive training programme to be implemented over the span of 3 years for women including young and women with disabilities including but not limited to, identifying motivation and purpose of the candidacy; the process of intra-party nominations; developing a campaign strategy; setting up a campaign team; intra-party and constituency campaigning; the national legislative electoral framework, including complaint mechanisms; relevant institutions and official bodies; gender equality and social inclusion in political leadership; transformational leadership; fundraising; public speaking; and media engagement;

o   Handouts and other materials with relevant content for aspirants and candidates

Training Programme outlining learning objectives, subject areas, timelines and required resources for the implementation of the training.

5.       Activities

-          Workplan detailing all outputs and proposed activities, including desk reviews, consultations, drafting of methodology and training materials with exact timeline;

-          Desk review taking stock of the exisiting global, regional and national best practices and lessons learnt in the identification and capacity strengthening of women political aspirants and candidates including young and women with disabilities to use as a basis to develop the methodology for the identification and training of aspirants and candidates;

-          Conduct consultations with relevant stakeholders, including political parties, EMBs, the ORPP, relevant CSOs including faith-based instituions, women and human rights advocates, former and current political aspirants and women politicians including young and women with disabilities, learning, research and academic institutions, among others, to ensure their views and experiences are taken into account within the development of the methodology;

-          Identify strategically placed Implementing Partners for the implementation of the methodology in accordance to their comparative advantage, based on mandate, institutional capacity and organizational curriculum;

-          Based on the best practices and lessons learnt from the implementation of the first phase of the WLPP Project, as well as consultations, draft a methodology for the identification and training/ capacity strengthening of women political aspirants and candidates including young and women with disabilities before and after intra-party nominations, which will take into account criteria for the transparent identification/ selection of credible and motivated aspirants; engagement with political parties and communities; requirements and methodology for strengthening capacities of women political aspirants and candidates.

-          Based on a review of existing national and international training materials for strengthening capacities of women political aspirants and candidates including young and women with disabilities, draft a comprehensive and progressive training programme and training manual to be implemented over the span of 3 years.

 

6.       Inputs

UN Women:

The UN Women Country Office in Tanzania will provide the consultants with background information and relevant materials. In addition, UN Women will organize introductory letters for the consultants with the relevant government partners, and logistics for the validation workshop. 

 

Consultancy Firm

-          A consultant with international expertise will act as team leader, senior specialist with experience in consultative processes, women’s leadership and political participation and the development of training materials. This person will have an overall responsibility to lead the consultancy, to produce reports, and to liaise with UN Women. He/She will also have the overall responsibility of executing the consultancy in regards to the immediate objectives and activities above including producing reports against these specific objectives. He/She will have Master’s degree (or equivalent) in Law, International Development, Political Science, International Relations or other related fields. The expert will possess strong analytical skills on gender and elections and women’s political participation. He/she will have a track record of producing timely and high quality written reports and a proven background of a minimum of 15 years experience at the international level of research or academic experience in the field of women’s leadership and political participation, including in the development of strategies, training manuals and materials; familiarity with the global, regional and national normative framework on women’s political participation;  documented work experience in gender equality, women’s rights and the empowerment of women, preferably in relation to gender and elections. He/she will be fluent in written and spoken English and preferably Swahili.

 

-          A national consultant, with experience in gender equality in elections, women’s political participation and political parties. He/she will have a Masters (or equivalent) in Law, International Development, Political Science, International Relations or other related fields and at least 7 years’ experience working in women’s leadership and political participation, preferably in relation to elections and political parties. He/she will possess excellent verbal and oral communication skills to be able to liaise with a wide range of stakeholders, including international organisations, NGO and political party representatives. He/She will have prior experience of conducting research, developing strategies, training manuals and materials in Tanzania; have a good knowledge of the legal, policy and institutional framework relating to WLPP, elections and political parties; good analytical and communication skills in both English and Swahili.

 

-          A national consultant, with experience in gender equality in elections, women’s political participation and political parties and a strong training background, including development of training materials. He/she will have a Masters (or equivalent) in Law, International Development, Political Science, International Relations or other related fields and at least 7 years’ experience working in women’s leadership and political participation, preferably in relation to elections and political parties. He/she will possess excellent verbal and oral communication skills to be able to liaise with a wide range of stakeholders, including international organisations, NGO and political party representatives. He/She will have prior experience of conducting research, developing strategies, training manuals and materials in Tanzania; have a good knowledge of the legal, policy and institutional framework relating to WLPP, elections and political parties; good analytical and communication skills in both English and Swahili.

 EVALUATION METHODOLOGY AND CRITERIA

 

1. Preliminary Evaluation

The preliminary evaluation is done to determine whether the offers meet the administrative requirements of the RFP. The proposals are checked for compliance of the following requirements: -

· Submitting companies are not included among United Nations suspended companies;

· Offers are signed by an authorized party, including Power of Attorney if stipulated;

· Bid security (format, amount and duration) are included, if requested;

· The offer is submitted as per the instructions to proposers ref: 4.1 and detailed in the PIS above;  

· The offer is valid; 

· The offer is complete and eligible.

 

2. Lowest-Price Technically Compliant Methodology:  The lowest-priced technically compliant proposal is selected based on a point system method with a minimum pass threshold and lowest price.

 

A two-stage procedure will be utilized in evaluating of the proposals; the technical proposal will be evaluated with a minimum pass requirement of 70% of the obtainable 1000 points. A proposal shall be rejected at this stage if it fails to achieve the minimum technical threshold of 70% of the total obtainable score of 1000 points prior to any price proposal being opened and compared. The financial proposal will be opened only for those entities whose technical proposal achieved the minimum technical threshold of 70% of the obtainable score of 700 points and are determined to be compliant. Non-compliant proposals will not be eligible for further consideration.

 

No point is allocated for the financial proposal in “Lowest-priced technically compliant” method of evaluation. Therefore, the total number of points which a firm/institution can obtain under this method is only 1000 (maximum points assigned to technical proposal).

 

The contract will be awarded to the proposer offering the lowest price having achieved the minimum threshold of 70% of the total obtainable score of 1000 points and therefore are determined to be the most responsive proposal.

 

 

 

Evaluation of technical proposal:

 

The technical proposal is evaluated and examined to determine its responsiveness and compliancy with the requirements specified in this solicitation document. 1.1  Organizational Architecture

Describe the availability of resources in terms of personnel and facilities required for the TOR. Describe the structure of the proposed team/personnel, and the work tasks (including supervisory) which would be assigned to each. An organigram illustrating the office location (city and country), reporting lines, together with a description of such organization of the team structure, should be submitted.

3.2 Profile on Gender Equality

·         Proposer is strongly encouraged to include information regarding the percentage of women: (1) employed in the Proposer’s organization, (2) in executive and senior positions, and (3) shareholders. While this will not be a factor of evaluation, UN Women is collecting this data for statistical purposes in support of its mandate to promote gender equality and women’s empowerment.

ANNEX 5

 FORMAT OF FINANCIAL PROPOSAL

 

The financial proposal must be prepared as a separate PDF file from the rest of the RFP response as indicated in Clause 3.4.1 of the Instruction to Proposers. The components comprising the total price must provide sufficient detail to allow UN Women to determine compliance of proposal with requirements as per TOR of this RFP. The proposer shall include a complete breakdown of the cost elements associated with each line item and those costs associated with any proposed subcontract/sub-awards (separate breakdown) for the duration of the contract. Provide separate figures for each functional grouping or category.

Estimates for cost-reimbursable items, if any, such as travel, and out-of-pocket expenses should be listed separately.

In case of an equipment component to the service provided, the financial proposal should include figures for both purchase and lease/rent options. UN Women reserves the option to either lease/rent or purchase outright the equipment through the contractor.

In addition, the financial proposal must include, but not necessarily be limited to, the following documents:

1. A summary of the price in words and figures

        i.            Price breakdown: The price must cover all the services to be provided and must itemize the following:

 

a. An all-inclusive fee rate per working day for each expert to be assigned to the team. The fee rate must include remuneration of each expert, all administrative costs of employing the expert and the margin covering the proposer’s overhead and backstopping facilities.

b. An all-inclusive daily subsistence allowance (DSA) rate (otherwise known as a “per diem rate”) for every day in which the experts shall be in the field for purposes of the assignment.

c. An all-inclusive amount for necessary international travel and related expenses by the most appropriate means of transport and the most direct economy class practicable route. The breakdown shall indicate the number of round trips per team member.

d. An all-inclusive amount for local travel, if applicable.

e. If applicable, other costs required for purposes of the assignment not covered in the foregoing or beneath paragraphs such as communication, printing and dispatching of reports to be produced during the assignment, rental and freight of any instruments or equipment required to be provided by the proposer for the purposes of the services, office accommodation, investigations, surveys, etc.

f. Summary of total cost for the services proposed. 

      ii.            Schedule of payments: Proposed schedule of payment might be expressed by the proposer, and payment will be made by UN Women in the currency of the proposal. The payment schedule must be linked to the delivery of the outputs specified in your technical component.

 

All prices/rates quoted must be exclusive of all taxes, since the United Nations, including its subsidiary organs, is exempt from taxes.

 

In case two (2) proposals are evaluated and found to be equal in terms of technical competency and price, UN Women will award contract to the company that is either women-owned or has women in the majority in support of UN Women’s core mandate. In the case that both companies are women-owned or have women in the majority, UN Women will request best and final offer from both proposers and shall make a final comparison of the competing proposers.
