UN Women is recruiting a Tanzanian consultancy/research firm to conduct this study. The firm will demonstrate a track record of having worked with Government, Civil Society and Private Sector partners. Previous work in gendered analysis of policies and programmes is strongly encouraged.
3. Objectives of the assignment and Scope of Work
- In-depth assessment of the Empowerment Funds in order to establish their impact on women and men as regards to their economic empowerment, based on the WEE definition by the International Centre for Research on Women (ICRW 2011), criteria that were used to identify beneficiaries, nature of recipients of each fund and how their companies/businesses have been impacted.
- Draw lessons and good practices on how to enhance effectiveness and efficiency in the facilitation of economic empowerment initiatives through economic empowerment funds, as well as establishing proper synergies among the different funds.
- The findings will enhance NEEC’s coordinating role in addressing the factors which hinder performance of these funds, will inform development of appropriate indicators and monitoring systems) and the review of the National Economic Empowerment Policy.

Expected Outputs
The consultancy firm will deliver on the following results:
- An inception report, a draft report (to be presented at validation workshop), presentation for validation workshop and a final report documenting the impact of the EEFs on women’s economic empowerment.
