Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO STREAM and FAIRWAY programmes are undertaking an Evaluability Assessment (EA) as part of their commitment to effective planning, learning, and accountability in line with ILO’s evaluation policy. The evaluability assessment is designed to determine whether the projects are well-positioned to demonstrate measurable results. This includes assessing the quality and robustness of their monitoring and evaluation (M&E) framework, alignment with programme objectives, and capacity to generate credible data for accountability, learning and performance improvement. The external collaborator will assess the STREAM and FAIRWAY project’s logframe and Theory of Change to ensure logical coherence between activities, outputs, outcomes, and assumptions, reconstructing any implicit causal logic as needed. The role also includes evaluating the projects’ scope and realistic results, reviewing evaluation approaches, refining the logic and indicators, and analyzing risk management and monitoring systems for effectiveness. The collaborator will examine the sustainability of M&E practices, assess partner organizations’ M&E capacities, and ensure alignment with the ILO’s broader programme and global development strategies. Additionally, the collaborator will evaluate stakeholder ownership and engagement, review knowledge management plans, and ensure gender equality considerations are fully integrated into outcomes and indicators. Finally, the collaborator will identify good practices and recommend specific improvements to strengthen STREAM and FAIRWAY programme’s overall M&E framework and strategy. Key deliverables will include two final EA reports and refined M&E strategies for STREAM and FAIRWAY programmes. Please note that if travel is required for this assignment, the necessary travel costs
