REQUEST FOR CLARIFICATIONS #2 1. Is it possible to narrow the scope of the IEC materials from nine to three sets, with three languages for each set? Can you specify your requirements for the amount IEC materials to be developed? Answer The interested firms are expected to design individual information campaigns for the three regions (i.e. SNNPR, Oromia and Somali). The aim is to build regional and local awareness on reporting mechanism and on available services. In this regard, it is crucial that the sets developed include local language requirements, gender mainstreaming and regional needs, targeting both beneficiaries and stakeholders. It is then up to the interested firms to conduct their own independent assessments to confirm quantity of materials and to make certain that both commonalities and individualities are met in West Guji, Gedeo, Fafan, Liban, Siti, Erer, Afider, and Dawa. 2. Will UN Women take responsibility for managing logistics and costs for field research and data collection for the contractor? Answer UN Women will neither cover the costs for field research nor for data collection. However, the PSEA Network – led by UN Women and WFP - will assist the selected firm with logistics in the field. 3. What is the clear expectation needed when it comes to printing? Would you like us to also print all materials for the campaign? If so, are we expected to give our quote before or after our field assessment? Answer The selected firm is responsible to print agreed IEC materials for regional distribution, establishing clear strategies to targeting diverse offices, locations and institutions. The pre-analysis of the IDPs will determine the quantity of IEC materials developed/ Moreover, as a part of this process, the firm will be expected to deliver the developing materials within the context of the ToR for the awareness raising campaigns such as teaching aids, brochures, posters, billboards, advertisements, flyers, cartoons, and audio recordings. The consultancy firm is advised to use the risk assessments as well as field visits to evaluate the need for different materials as well as its specifications, units and numbers. The financial proposal shall specify a total lump sum amount in US Dollar including consultancy fees and all associated costs for assessment, design and awareness campaign. The cost of IEC materials will depend on the assessment, which will be provided at a later stage of the project. The financial proposal shall include cost of printing the IEC materials based on estimated quantities and unit costs of the materials but the quantities will be adjusted accordingly based on the assessment. Therefore, the proposal total amount will act as ceiling price but the actual cost will depend on the quantities of the materials to be printed as per assessment.

CHANGE ON THE DEADLINE FOR SUBMISSION OF PROPOSALS On the cover letter, section 3: Proposal Instruction Sheet: the deadline for submission of proposals has been changed from “Friday, 3 January 2020, 11:59 PM EAT” to “Monday, 13 January 2020, 11:59 PM EAT”

REQUEST FOR CLARIFICATIONS Following the publishing of the tender notice, request for clarification was received and below the questions and clarification. 1.The RFP ask that the entity has: More than five years of experience in producing information campaigns and educational materials: Our team of consultants have an excellent track record and more than 5 years experience in producing information campaigns and educational materials, with a strong understanding of gender norms within the Ethiopian context. Are we able to present our consultants' experience as proof of our track record, even though the firm itself was only established this year? (i.e. are organisations of less than 5 years of age eligible to apply?). Clarification The firm’s experience/profile and the proposed team members experience/profile are different aspects of the evaluation criteria and will be scored separately based on information/documentation provided. Therefore, the experience/profile of proposed team members cannot be used to support the firm’s experience/profile. If a firm has less experience than the minimum stipulated, it will get low score on the particular criterion. The final score for the technical proposal evaluation is determined by adding the scores obtained from the different criteria in the technical proposal evaluation. 2.Financial capacity: The RFP asks that the proposer shall demonstrate its financial capacity and reliability with regard to the requirements of the Terms of Reference, which can be established by supporting documentation including for example the most recent Audited Financial Statements duly certified by a public accountant. We can provide a signed financial statement for the past few months of operation but we do not have annual financial statements as this is our first year of operation. Is this acceptable? Clarification As detailed in Annex 3: Evaluation Methodology and Criteria, the financial capacity is just one of the evaluation criteria for the evaluation of the technical proposal and will be scored based on information provided by the proposers. Lack of or inadequate information provided means that the proposer will be scored accordingly out of the total scores allocated to the criterion. The final score for the technical evaluation is determined by adding the scores obtained from the different criteria in the technical proposal evaluation. Lack of or inadequate information or documentation to support a particular criterion does not necessarily disqualify a proposer but will affect the score to be obtained on that criterion and indeed the final score.
