Long Term Agreement to support Country Programme Documents and Programme Strategy Notes in UNICEF LAC Country Offices

1. Background and context:
Since 2016 UNICEF has started to require a Programme Strategy Notes (PSNs) in preparation for the development of the Programme Document (PD) of the Country Offices (COs). The new generations of PD would not have a CPAP (Country Programme Annual Plan), instead of that, the policy requires the PSNs beforehand the preparation of the PD. To prepare the Programme Strategy Notes the COs needs to do some actions in advance: (a) Complete the Results Based Management (RBM) training in agora and F2F (face to face), (b) Develop a situation analysis children and adolescents (SITAN), (c) review all the strategy documents of UNICEF, Sustainable Development Goals (SDGs) and United Nation Reform.
As part of the role of support and technical guidance functions, the Regional Office (RO) works each year with each CO in the process of development of their PD. For the last two years, it has been evident that many CO requires additional support in this process, to assure the technical quality of PSNs and PD.
In this context, the RO is requiring hiring a company that provides technical support for the development and review of Programme Strategy Notes (PSN), Theories of Change (TOC), Country Programme Documents (CPD), Integrated Results and Resources Frameworks, using the specific guidance and procedure of UNICEF to assure the rights-based approach, gender responsive, risk-informed country programmes of cooperation.
2. Purpose of the Job:
The objective is to produce: a) a technical and concise Programme Strategy Notes (PSNs) report of Country Offices in Latin-American and the Caribbean; b) prepare highly analytical and concise draft for the Programme Document (PD) of Country Offices (COs) in process of development of their PD for 2019 and so on; c) Develop and facilitate workshops about some themes of the Results Based Approach, as for example, causal analysis, theory of change, results framework, or others based on the need of the COs.

Contracting a retired UN/UNICEF staff member who is in receipt of a benefit from the United Nations Joint Staff Pension Fund (UNJSPF), is subject to the following restrictions:
15.1. he/she may not be engaged for more than six months per calendar year, consecutively or cumulatively, in all United Nations common system organizations; and
15.2. he/she may not receive more than US$22,000 per calendar year in emoluments from the United Nations common system (calculated as gross amount of the fee, but not including travel and daily subsistence allowance payments); and
15.3. he/she may not be contracted at a higher equivalent level than that at which he/she separated from the organization concerned.
16. When engaging a UN/UNICEF retiree, the hiring office must ensure that the individual completes a self-declaration form certifying that: 16.1. he/she is aware that, as a retiree in receipt of pension benefits from the United Nations Joint Staff Pension Fund (UNJSPF), he/she may not receive more than the maximum amount of US$22,000 per calendar year in emoluments from the United Nations common system organizations; and 16.2. the emoluments earned under the contract will not exceed this amount and the duration of the contract will not exceed a maximum period of employment in all UN common system organizations of six (6) months per calendar year.
