Description
1.0 United Nations Investigative Team for Accountability of crimes committed by Da’esh/ISIL UNITAD requires contractual services involving the provision of Provision of RFID Building Access Control System for UNITAD Offices in Green Zone (GZ) - Baghdad, Iraq. 2.0 The Contractor shall provide design and installation of a complete turnkey system capable to provide the required level of security in UNITAD offices. 3.0 Provision of one IP based Computerized Access Control System capable to provide several levels of security, based on RFID reader badges and additional biometrics sensor devices like finger print recognition, including the software to support the system, plus any other required electrical or electronic interface, adapters or connections required by those accessories for the integration to be operated automatically by the system control unit, or manually by the system operator 4.0 The contractor shall provide material, equipment and manpower to successfully complete the required work; 5.0 Movement and escort of materials, workers to and from Green Zone shall be the contractor’s responsibility; 6.0 The contractor is responsible for all safety measurements, warning signs and tapes required to keep the working place out of any risk; 7.0 The Contract estimated time frame for the project design, installation, testing, commissioning and training should be 40 calendar days (CD). 8.0 The service should be executed by qualified and experienced company, based on Scope of work (SOW), Specifications, Plans, UN General Conditions of Contracts and other related documents which will be provided later on by UNAMI to qualified companies who express their interest and respond to this EOI. 9.0 For this purpose, UNITAD will undertake a competitive bidding exercise shortly, accordingly would issue a Onvitation to Bid (ITB) to those companies who would express their interest and provide initial relevant information as to their ability to fulfill UNITAD ’s requirement. In addition, the interested Companies should complete a UNGM Registration at level 1 or above. 10.0 Mandatory evaluation criteria : 10.1 Bidder should confirm Servicing / Maintenance response time: 24 hours upon request by UNITAD and replacement of defected parts without any delay. 10.2 Bidder should confirm Technical specifications for replaced items must be compatible with the recommended requested system, similar or better. 10.3 All required software’s / hardware’s by contract must be comply competitive with European or US industrial safety standards. 10.4 Bidders should provide detailed catalogs for the proposed system 10.5 The proposer shall submit signed and filled: • ECU 0042_Environmental Commitment form as per Appendix A • ECU 0015_Service Provider Evaluation Form as per Appendix B 10.6 The proposer has attended the Mandatory Site Visit. 10.7 The proposers shall provide documentation(s) showing confirmation on capability to independently organize Security access clearances and /or Escort Privileges for personnel, equipment and supplies to UNITAD compound inside Green Zone (GZ). 10.8 The proposer shall submit business License Registration relevant to the service. 10.9 Confirmation to handover the complete system not more than 40 calendar days from notice to proceed date. 10.10 Warranty – at least 1 year for the entire system, all provided parts and installation works. Please note on the following: • This EOI is not an invitation to submit a bid/proposal. • UNITAD reserves the right in selecting the invitees for the competitive bidding based on substantial and proven records of performance in the subject field of activities and mere expressing an interest would not automatically warrant for ITB document. • UNITAD reserves the right to reject EOIs received after the above deadline.
