Minutes of Pre-Bid Meeting LRPS-2018-9150772 - Rehabilitation of 41 Schools Mosel

A meeting was held with companies inside UNICEF Duhok Office 28th of July at 11 AM.

UNICEF welcomed the companies that attended the pre-bid meeting and explained to them the reason for participating in these meetings is to increase the level of quality in the submission of their proposal.

In the meeting, all the tender documents were explained. UNICEF went through all annexes and explained the importance of the technical evaluation. Technical evaluation will be on two stages the premilitary which company has to compile with the documentation required in order to pass to the next stage of the technical evaluation, in the second stage the contractors must obtain a minimum score of 65 out of 100 is required in the technical evaluation to be considered for financial evaluation.  All criteria must be met to qualify for the financial evaluation to be considered. UNICEF will accept the lowest priced technically compliant offer. The method of submitting the offers was also explained.  Companies are required to submit two separate emails (technical proposal and financial proposal). The companies must comply with the technical requirement and submit a full set of documents as mentioned in the TOR (terms of reference) Page.11.

As for the financial proposal, the required annex must be filled out and sent to UNICEF in Excel format & PDF signed and stamped.  The awarding of the tender (as per TOR) will be lowest priced technically compliant offer.

UNICEF technical engineers will be working closely with contractor and their site engineers and establish a necessary link with DOW technical engineers who will be also be involved in monitoring.

UNICEF officials must be informed of any issues that can’t be addressed on the site. These issues will be addressed to the relevant department key staff.

UNICEF officials have requested the companies to focus on the evaluation criteria and provide the supporting documents for each point.

Question and answers:

 

1.       Who will supervise the project and coordinate with the companies?
The project will be supervised jointly between DOW Mosel and UNICEF and the companies should not coordinate or be in touch with other persons.
2.       The payment schedule will be as follows:
-          Upon the completion of each school in the LOT payment authorization will be granted to the awarded vendor.
-          5 days after the signing of the contract, the company is required to submit a bank guarantee. This will be used as a performance guarantee and liability period. Once the work is completed, the warranty period will be for 6 months. After the completion of the warranty period, the bank guarantee will be returned.
-          The contractor must provide full documents to register the company in the system;
-          The company will bear the bank commission rate related to transferring funds from UNICEF to the company;
-          Invoices will be processed as per actual work achieved and contracts are not lump-sum agreements.
 
3.       The companies asking about the security situation and if things changed to the worst.
 
-       The supplier was advised to keep communicate with UNICEF for any of these cases, in addition, the supplier should submit Risk Mitigation Plan which is one of the technical evaluation criteria.
 
4.       The inquiry was regarding the awarding to each Lot, and if a vendor is able to submit certain Lot?
-             It was advised by UNICEF that the company is encouraged to submit all prices for all LOTs, although if the company is willing to submit certain LOT they are welcomed. As for the awarding, UNICEF will consider within the best interest for UNICEF in terms of the best value for money.
 
At the end of the meeting, the UNICEF team extended their appreciation to the vendors for accepting the invitation for the Pre-Bid meeting of the above subject.
