Description

1. BACKGROUND

The Asia-Pacific Parliamentarian Forum on Global Health (“Forum”) is a platform for parliamentarians to exchange ideas, build political support, strengthen capacities, and foster collaboration in driving sustainable action for health.  Established in 2015 with technical support from WHO WPRO, the Forum is open to the 30 countries comprising the Member States of the WHO Western Pacific Region and the Association of Southeast Asian Nations (ASEAN). WHO WPRO serves as secretariat to the Forum, which is an important part of WHO WPRO’s long-term strategy to help Member States in taking a whole-of-government approach to achieve health under the SDG agenda.

 

The goals of the Forum are:

  • to provide a platform for Members, as well as international partners, to exchange ideas for prioritizing health agendas and promoting sustainable action at the community, national and global levels;
  • to promote awareness of the Forum and advocate for health among fellow Parliamentarians;
  • to encourage mobilization of greater resources for health; and
  • to continue expanding the scope of the Forum to other health matters as appropriate under the circumstances.

 

The Fifth Meeting of the Forum (APPFGH5) will be held in Nadi, Fiji, on 20 to 22 August 2019.  The meeting will be hosted by the Parliament of the Republic of Fiji, in collaboration with the Ministry of Health and Medical Services (MoHMS).  Approximately 100 participants, including 60 parliamentarians from 30 countries, are anticipated to attend.  The World Health Organization (WHO) will serve as secretariat.  During the lunch break on the first day of the proceedings, a “marketplace” activity will be organized with stations and materials highlighting other technical items, including ageing and health, antimicrobial resistance, tobacco control, and protecting children from the harmful impact of food marketing. 

 

The theme of the Fifth Meeting will be climate change and health, focusing on strengthening of climate-resilient health systems. Climate change threatens health everywhere.  Populations around the world, especially throughout the Western Pacific Region, are more frequently and intensely affected by extreme weather events, threats to food and water scarcity, outbreaks of waterborne and vector-borne diseases, and the increased pressure on scarce resources triggering climate-related migration and conflicts. Although the nature of the challenges and their severity varies, the issues call for critical policy debate and urgent response from all countries through a multisectoral, whole-of-government approach. Member States can transform health systems to be proactive and ready for health threats accelerated by climate change through disaster risk management for health, which strengthens climate-resilient health systems in prevention and preparedness, as well as response and recovery.  To address the health impacts of climate change, parliamentarians can play a critical role by strengthening legal frameworks to implement policies for climate change and health, and to enhance governance through coordination across sectors, including health and environment, among others; by approving budgets and securing sustainable financing, including through global climate financing mechanisms, such as the Green Climate Fund (GCF) and Global Environment Facility (GEF); and by monitoring implementation of policies for climate change adaptation and disaster risk management for health to ensure government accountability and transparency.

 

The objectives of APPFGH5 will be:

  • to review progress in countries since the Fourth Meeting of the Forum towards developing, implementing and evaluating policies to achieve health in the Sustainable Development Goals;
  • to share country experiences in developing, implementing, and evaluating policies to address the health impacts of climate change;
  • to enhance engagement with parliamentarians in support of proactive, effective, and sustainable action to address the health impacts of climate change through the strengthening of climate-resilient health systems; and
  • to discuss next steps for the Asia-Pacific Parliamentarian Forum on Global Health.

 

As the Forum continues to grow in issues covered, initiatives organized, countries involved, and parliamentarians engaged, a communications package to convey clear and consistent messaging will be critical in advocating for stronger action and coordinating activities.  The need for strategic communications is particularly important for the Fifth Meeting of the Forum, in light of the technical, legal, socio-economical, financial, and political complexities of the issues and ever-evolving nature of the discourse.

 

The aims of the communication package are:

  • to support the vision and goals of the Forum;
  • to facilitate sharing and receiving regular updates and technical resources on national, regional, and global activities in relation to the Forum; and
  • to develop tools and related materials in support of the Fifth Meeting of the Forum.

2. PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

 

The purpose of this APW is to support the Health Law and Ethics unit in developing a package of communications materials for the Asia-Pacific Parliamentarian Forum on Global Health, including in relation to the Fifth Meeting of the Forum.

 

3. DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT/ METHODS TO CARRY OUT THE ACTIVITY

 

Output 1: Website for the Asia-Pacific Parliamentarian Forum on Global Health

  • Deliverable 1.1: design brief on functions and considerations for creating an independent website (8 July).
  • Deliverable 1.2: alpha development and launch of the website (22 July).
  • Deliverable 1.3: beta development of the website, including structural revisions and content updates (technical content to be provided by WHO) (23 September).
  • Deliverable 1.4: finalization of the website, including structural revisions and content updates (technical content to be provided by WHO) (9 December).

 

Output 2: Quarterly newsletters for the Asia-Pacific Parliamentarian Forum on Global Health

  • Deliverable 2.1: lay-outing and update of the mailing list for the newsletter fourth volume (September 2019) (technical content and contact information to be provided by WHO) (23 September).
  • Deliverable 2.2: lay-outing and update of the mailing list for the newsletter fifth volume (December 2019) (technical content and contact information to be provided by WHO) (9 December).

 

Output 3: Materials for the Fifth Meeting of the Asia-Pacific Parliamentarian Forum on Global Health

  • Deliverable 3.1: (pre) design of a visual identity (8 July).
  • Deliverable 3.2: (pre) lay-outing and production of signage, including pull-up banners, desk tents, and name badges (22 July).
  • Deliverable 3.3: (pre) design and production of a gift for the Chair (5 August).
  • Deliverable 3.4: (pre) lay-outing for a 1-page (double-sided) briefing note on climate change and health, targeted for parliamentarians and other high-level policymakers (technical content to be provided by WHO) (5 August).

4. QUALIFICATIONS & EXPERIENCE

 

  • Minimum of 5 years' relevant experience in web design and development, communications, and media relations.
  • Experience working with governments, and intergovernmental and other development agencies, WHO-related experience preferred.
  • Specific technical skills and knowledge in appropriate web technologies, graphic software, visual communication and design.
  • Excellent verbal and written communication skills in English.

 

PLACE OF ASSIGNMENT

The majority of the work can be undertaken at any location.  Five planning meetings are anticipated to be convened at the WHO Regional Office for the Western Pacific in Manila, Philippines.  Certain deliverables will require on-site presence during the dates of the Fifth Meeting of the Forum in Nadi, Fiji.

 

PROPOSAL REQUIREMENTS

  1. Cover Letter:

A letter signed by an officer of the firm, company or corporation, binding the firm/company/corporation to all comments made in the proposal. Include a primary contact person for the proposal.

  1. Qualifications and Experience:

Provide a description of the history, experience, and qualifications of your firm/company/corporation and any proposed subcontractors* to perform the Scope of Work.

  1. Please include:
    1. Resumes and biographies of all principals assigned to the project.
    2. List of capabilities corresponding to the scope of work.
    3. List of similar/relevant projects your firm/company/corporation has undertaken including results achieved.
    4. References from similar projects your firm/company/corporation has undertaken.

*If any element of the scope will be subcontracted, please provide the same information for the subcontracting firm.

  1. Approach to Scope of Work:

Provide a detailed description of your approach to each deliverable.

 

 

  1. Service Timeframes:

Provide a detailed description of the services to be performed by the vendor based on the Scope of Work and the average timeframes required to complete each. This should include:

  1. The account manager’s name and specific staff assigned to the project;
  2. The estimated number of staff hours to complete scope of work;
  3. All personnel anticipated to be involved in each task.
     
  1. Project Cost:

Provide detailed costs for the services to be performed by the vendor based on the scope of work

 

PROPOSAL EVALUATION

The proposals will be evaluated based on the following criteria:

1. Qualifications and range of experience of project staff and subcontractors                                                    25 pts
2. Knowledge of project requirements as demonstrated under “Approach to Work to be Performed”              25 pts
3. Written presentation, including readability and conveyance of technical aspects                                           25 pts
4. Project Costs                                                                                                                                                       25 pts

Vendors not awarded the work outlined here will be notified by mail or email. The successful vendor will be required to sign a contract with WHO in which they accept responsibility for the performance of services as stated in their proposal. After review of the submissions WHO may request to meet with potential service providers prior to selecting a vendor.

PROVISION

WHO assumes no responsibility and no liability for costs incurred relevant to the preparation and submission of the RFP by prospective vendors, or any other costs prior to issuance of a contract.

WHO also retains the right to reject any and all of the proposals submitted, and to make any award deemed to be in the best interest of WHO.

"All rights in the work, including ownership of the original work and copyright thereof, shall be vested in WHO, which reserves the right (a) to revise the work, (b) to use the work in a different way from that originally envisaged, or (c) not to publish or use the work."
