New clarification added: Question#15: Could you inform me whether you can give an extension up to 2 July 2019. We need more time to open the bid security and to have anough time to sent it to UNOPS on time by DHL.Answer#15: We are unfortunately unable to extend this tender further. Please note, in order to expedite, you may also send a Certified Bank Check which may take less time than a Bid Security, Bid Bond, Letter of Credit or other acceptable guarantees as described under the Particulars Section on eSourcing. IMPORTANT NOTE: The original of the bid security shall be sent by mail or courier (UPS/DHL, etc...) and delivered at UNOPS before the deadline for submission of bids. In case the original document is not received at UNOPS before the deadline, a digital copy or scanned version of the bid security together with the receipt of expedition is required in order for the bid to be considered. In such case, the original document (Form E - Bid Security Form or Certified bank check) shall be received at UNOPS office, at 3, rue Marion, Péguy-Ville, Pétion-Ville, Haiti, before the evaluation of bids is finalized.

New clarification added: Question#14: The bid security requests to specify the address of UNOPS. Should the bid security be issued to UNOP's address at Headquarters in Denmark or Haiti?Could you please specify your address? New amendment added #1: The tender is hereby amended to read as follows:1) Deadline for Submission (under the General tab) has been extended from Tuesday 18 June 2019 (2019-06-18 18:00 UTC) to Monday 24 June 2019 (2019-06-24 18:00 UTC) accordingly. (presently 18:00 UTC = 2PM Haiti local time)2) Deadline for Clarifications (under the General tab) has been extended from Monday 10 June 2019 (2019-06-10 18:00 UTC) to Thursday 13 June 2019 (2019-06-13 18:00 UTC) accordingly. New clarification added: In reference to your response to Question#5: With respect to the Bid Security: the specifications do not mention the amount required for bid security: could you specify the amount required for this bid security?=========Answer#5: Please refer to the eSourcing, under the Particulars section where it states:"In case the offer is more than USD 150,000.00, the bidder must provide a bid security as per Form E1 - Bid Security Form. The bid security shall amount Five Thousand Dollars (USD 5,000.00) and can also be presented in the form of a certified bank check, a bid bond, or an irrevocable Letter of Credit issued by an accredited bank."=========Question#13: Does the bank need to be accredited in Haiti or do you accept accredited banks in New York, London, Frankfurt, Paris or other major financial centres in the World?Answer#13: The bank does not have to be accredited in Haiti. We accept Bid Security/Bonds/Guarantees/LoC etc. as stated from "accredited banks" from around the world. During a evaluation a vetting will occur to ensure that the emitting Financial Institution is able to provide such and whether it is acceptable for UNOPS.

New clarification added: Quesiton#12: Regarding the performance Statement Form: could you explain what this form is?. Is this a list of previous projects to demonstrate experience? Are you looking for a specific number of orders or a total amount of orders to evaluate this proposal?, how far back into the past should we go to provide this list?Answer#12: This form sollicits past/previous experiences of the company. It is usually different in each tender and with specific criteria and therefore the Bidder must ensure that information provided is in line with the criteria in the tender in question. In this tender answers provided must take into accoutn the following criteria:"Company Experience: Bidder to have supplied/completed at least ONE (1) contract/project for similar products as specified in Section II: Schedule of requirements during the last TWO (2) years prior to bid opening (FORM G)"Answers (experiences/projects/contract) outside the two (2) years [prior to the bid submission deadline] and/or not of "similar product" will be disqualified.

New clarification added: Question#3: Since this is a UNOPS project: is the quote exempt from import taxes and duties?Answer#3: Yes. As found in the Particulars section: “All bids shall be submitted net of any direct taxes (customs duties and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel).” Question#4: Could you explain in the headings of the comparative tables for Lot 1 and Lot 2: What does room# mean? Should the bidders consider this information or is this for internal purposes only? Answer#4: Room Number (Room#) is the room in which the winning Bidder will deliver the purchased goods. As per the Section II Schedule of Requirements:“ITEMS TO BE DELIVERED AND PLACED WITHIN THE ROOMS INDICATED AT THE FACULTE DES SCIENCES SITE.” Question#5: With respect to the Bid Security: the specifications do not mention the amount required for bid security: could you specify the amount required for this bid security?Answer#5: Please refer to the eSourcing, under the Particulars section where it states:"In case the offer is more than USD 150,000.00, the bidder must provide a bid security as per Form E1 - Bid Security Form. If not extended, we thank you for your understanding.Question#7: There are a couple of items that are required that are from a different manufacturer than most of the items requested: is it possible to present an offer without including those items? Particularly: Calculated Industries 6540 Wheel Master Pro 12 Commercial Grade Feet-Inch Distance Measuring Wheel; + FREE Carrying Pack ; and DBPOWER (US Seller) 8 ln 1 Digital Multifunction LCD Compass Altimeter Barometer/Thermometer?Answer#7: Bidders must provide for all the requested items within a lot. This is specified under Particulars section:“Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot.” Question#8: Is there a referential budget for this project?Answer#8: Yes, but it cannot be shared.Question#9a: Do you require the provision of training?Answer#9a: No. Question#9b: Has this been calculated in the project budget?Answer#9b: No. The provision of training is not required in this tender.Question#10a: The delivery time considers 3 months. It has been our experience that customs in Haiti can take significant time. This process is typically outside of the Bidders control. Can the potential customs delay time not count towards the Bidders liability?Answer#10a: Only in the case of Force Majeure. Question#10b: Alternatively, could the terms of delivery be quoted in FOB or CIF?Answer#10b: No. The items must be quoted as DAP, Unloaded to FDS address, Port-au-Prince, HAITI Question#11: Does UNOPS have a customs agent that the bidders could work with to process all customs (if needed)?Answer#11: Bidders are responsible to hire their own brokers/customs agents. We cannot refer as to not restrict the market and so that it is not misconstrued as favoritism and/or trusting one broker/customs agent to another.

New clarification added: Question#1: Unfortunately the ITB-2019-10097 in Haiti is not a competitive bidding but a restrictive tender procedure. Moreover, the RFB mentions standardization and that no equivalent will be accepted. If bidding is not driven by competition, why does UNOPS apply the bidding procurement? Why not using single-source procurement instead?Answer#1: To foster competition and thereby allowing suppliers/brokers to participate while offering their best offers for the requirement as the manufacturer may not wish to sell directly to us.Question#2: Please note that requesting interoperability with various manufacturers is today a ‘standard’ requirement which allows a competitive market, justifies the purchaser to pay the right prices and protects the purchaser from being ‘locked in’ with one single manufacturer. The technical requirements of both lots are pre-defined by brand product names (see attachment) such as Trimble (Lot 1), Spectra & Nikon (Lot 2). Please do review & amend the technical requirements accordingly, thus allowing as well other manufacturers to participate through a transparent bidding process.Answer#2: Unfortunately, and as mentioned in the document, it is for standardization purposes and ensure interoperability with existing equipment at FDS. Any supplier can purchase these equipement and provide their best offer to us.
