RFQ-2019-09 Key Populations Atlas

UNAIDS, the Joint United Nations Programme on HIV/AIDS, is an innovative joint venture of the United Nations system, bringing together the efforts and resources of ten UN system organizations in the AIDS response to help the world prevent new HIV infections, care for people living with HIV, and mitigate the impact of the epidemic. These organizations, called “UNAIDS Cosponsors” are UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, UN Women, ILO, UNESCO, WHO and the World Bank.

The purpose of this RFQ is to select a suitable supplier for the procurement of IT services to propose and implement a new website design for the Key Populations Atlas (KP Atlas).

The KP Atlas was developed in July 2016 for the International AIDS Conference. It is a web map application that displays available information on key populations. It contains data that has been collected by UNAIDS and the Global Fund through the Global AIDS Monitoring (GAM) reporting and the key population mapping exercise.
The web application can be accessed through this URL: http://www.aidsinfoonline.org/kpatlas. The data are obtained from the KPAtlas Devinfo 7 database via API queries (please refer to http://www.aidsinfoonline.org/kpa/libraries/aspx/RegDataQuery.aspx). Then, it uses ArcGIS Online resources to render the maps. The web application was built using HTML5-compliant coding, CSS styling, javascript-based libraries, such as jQuery, AngularJS, and HighCharts.
With the expanded set of key population indicators in GAM 2017 and the inclusion of new datasets from other sources, a new implementation is needed to improve the platform and make it more accessible and user friendly.

The Strategic Information Department seeks to engage an IT company with expertise in ArcGIS Online web application customization to propose and implement a new website design for the KP Atlas that will include the following revisions:
1. Design and implement a new navigation scheme
2. Upgrade to a vector basemap
3. Add an option to change quartiles to specific ranges for selected indicators
