The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit the bid for supply and delivery of Agricultural tractors and Implements for Ministry of Agriculture, Addis Ababa, Ethiopia., in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB).
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. New clarification added: Dear Bidders,Please see below clarifications for request received from interested bidder:Question:Regarding the sample picture of Item IV# Grass Cutting Machine/Mower, it is reciprocating type of mower that just matches a small horsepower tractor with a light four-wheeled horsepower range of 20-50HP. While the power of Item I# Tractor, you required is 125 to 135HP and the Mower may be fall apart when you use this heavy type of Tractor. Moreover, the small mower is only suitable for cutting grass or stalks with a diameter of 2 mm-5 mm, while the drum type can cut grass or stalks with a diameter of 2-10 mm, which has a wider application range. We suggest the drum type of Mower (which also called disk type of mower), this type is applicable to heavy type of tractor. So kindly confirm if you accept this disk type of mower? Response Please note that your offer will be evaluated against our minimum requirement given on the ITB. The picture should only serve to give clarification. Kindly note that the specification of the mower indicated on the ITB is compatible to the 125-135 HP Tractor. We will only accept an offer that has mower which is compatible to the 125-135 HP tractor that you will offer under this ITB.With regards,

Tractor requirement # 36 : Weight 3500-4900.This is too light for 125-135 hp. Industry standard recommendation is 45-50 kg per 1 hp. That’s why most tractors operate with extra weight.a) Can you change the requirement to industry recommended 5600-6750 kg (with weights) ?b) If not, will you accept a heavier tractor – 5,800 kg ? Response: Weight is maintained at our range, we do not accept a tractor with 5,800kg.Question: 2) Baler : requirement # 3 : Pick up width 180 cm.Will you consider 160 cm? How critical are the extra 20 cm? Response: I am afraid we do not accept 160 cm . Our range shall be maintained. Question: 3) Baler Requirement # 17,18,20,21,22. You ask for precise numbers.Each manufacturer is using slightly different numbers and dimensions. Will you accept minor 10-20% deviation, or the numbers have to match exactly? Response: Dimensions can vary, but the volume (H x W x L) must be within the stipulated requirements. Must be square.Question: 4) Grass cutting machine requirement # 6 : 3 hectare / day.Will you accept larger 3.7 hectare/day machine , if it’s matching the tractor ?Reponses: Yes, 3 hectare is minimum.(the modified specification is attached under the document section of this ITB) Question:5) Mold plough disc . New clarification added: Dear Bidders,Please see below clarifications for request received from interested bidder: Question Tractor requirement # 3 : Aspiration – Turbo charged.Industry standard is that turbo is used only when the power can not be achieved from Natural aspiration, which is simpler and provides longer life. Please advise if you’ll accept Natural aspiration (no turbo) assuming it meets all other engine requirements.Response: Turbo charger is required.Question:2) Tractor requirement # 6 : Fuel tank capacity.170 L would be only needed for older engines, which are not fuel efficient. Modern engines use less fuel, hence need smaller tanks. Please confirm if you’ll accept 140 L tank, assuming it meets a full day work requirement.Response: Min 170 L tank is required as the tractor work at remote locations. Question:3) Tractor requirement # 8 : 12x12 speed transmission.Tractor spends most of the time moving forward, therefor it’s important to have more forward speeds then reverse. Please confirm if you will accept 16x8 transmission. Most of the time (in Forward motion) 16x8 provides for better operations and better fuel efficiency than 12x12.Response: 16x8 is also accepted. Question:4) Tractor requirement # 8 shuttle transmission.Shuttle is a “luxury” function, making easier operations where frequent direction change are needed, like snow removal, or silo packing. Looking at your description and implements, it is clear that tractors are needed for farm operations, not snow removal.Shuttle function is increasing tractor’s cost and complexity, and is a cause for frequent repairs. Please advise if you can remove the shuttle requirement, or list it as desirable, but not mandatory.Response: Shuttle function is required.

New amendment added #2: Dear Bidders, Please note the amendment we have made on this ITB.The following amendments has been made on this ITB (ITB/2019/9273):1. The quantity of spare and tools for the tractor has been changed. The previous quantities of the parts and tools were only for one tractor and now it reflects for all 8 tractors. This has been changed both on the schedule of requirement and the Returnable bidding forms- Form F (price schedule form). 2. The technical requirement of item number IV- Grass Cutting Machine /mower/ - capacity per day is changed from “ 3 hectare with two operator’’ to “ Min 3 hectare with two operator”3. The technical requirement of item VII - Harrower/disc, the Disc diameter (cm) was “6.0- 8.0” and now changed to “60- 80”. This was a type error.4. On second to last row which states about having local agent/dealer: the following phrase has been added: “this applies for all equipment under this ITB’’5. The qualification criteria that states as ‘’ There should not be any adverse report regarding the supplies for at least five years preceding the date of bid opening” has been removed. Please note that this criteria do not apply for this ITB.With regards,

However have below clarifications :1. Regarding item no. 4 , Grass cutting Machine /Mower - Can you please provide a kind of picture what exactly is required because specifcations are slighly mixed up as there are various types of PTO operated mower . It can be Sickle bar type mower or it can also be Slasher PTO operated . Specifications also calls for Scissor like cutting action . It would be better if a correct picture can be provided .2. New clarification added: Dear Bidders,Please see below clarifications for request received from potential bidder:Question please clarify payment terms: "80 % of the Contract Price shall be paid on receipt of the Machineries and equipments at the Ministry of Agriculture, Addis Ababa, Ethiopia and upon submission of payment documents, and the remaining 20% percent shall be paid within 30 days after Pre-delivey inspection has been carried out by authorized dealer (and successful completion of assembly of the tractors and implements, if required)". Please it is not clear how to cash the 20% installment and where the pre-delivery inspection should take place and who should carry it out.Response A local dealer (a dealer in Ethiopia) for the machinery shall perform the pre-delivery inspection for sake of warranty management in Addis Ababa.If in case some of implements or even the tractor comes disassembled for ease of shipping, the local dealer shall assemble the equipment and conduct inspection in the presence of the client’s representative/s. Thus, the 20% installment will be paid within 30 days on completion of the inspection and/or assembly at Addis Ababa.With regards,
