Description
The Procurement Section of the United Nations Office at Vienna (UNOV) will be issuing a tender for the provision of support  services for two consecutive study tours to Frankfurt, Germany from 9 to 15 May 2010.

To help the Russian Government deal with the twin epidemics of HIV and injecting drug use (IDU), the United Nations on Drugs and Crime Office for the Russian Federation (CORUS) is promoting drug/HIV policies which are informed by science, and programmes and practices, which have been rigorously evaluated. As part of this process, CORUS is encouraging Russian policy makers and practitioners to review its policy and practices pertaining to the provision of the comprehensive package for injecting drug users.  

Against this background, CORUS has, over the past three years, organized study tours to a number of countries in an attempt to stimulate interest among Russian officials and trigger a more informed debate in political and professional circles on the topics itemized above. These study tours have given the Russian participants opportunities to meet senior policy makers and practitioners and visit drug treatment centres, police stations, and civil society organizations (CSOs) involved in HIV and drug prevention work.  

As part of its ongoing activities with the Russian government, CORUS would like to organize two back-to-back study visits:

(a) Study Visit 1 to Frankfurt: for outreach workers and managers of the low threshold services and representatives of local administrations (Republic of Tatarstan, Perm kray and Irkutsk oblast) (up to twelve people including an interpreter (English-Russian) and two CORUS staff)

(b) Study Visit 2 to Frankfurt and Bonn: for high-level representatives:  3 representatives of the State Duma (including a Deputy of State Duma) , a senior researcher from the National Addiction Research Center and a representative from the regional administration (up to seven people including an interpreter (English-Russian), and two CORUS staff).

The United Nations Office at Vienna is seeking vendors who are able and interested in provideing the reguired services. A Request for Proposal (RFP) with full details of the specifications and services required will be sent to interested companies.

Specific tasks of the contractor

1) Make transport arrangements (book and pay for the service) for the two study tour participants including transport to and from airports and for site visits (e.g., from the hotels to the Bonn, a community based organizations and drug treatment facilities).
2) Assist CORUS’s to make arrangements with the relevant authorities and community based organizations as outlined in the Tentative Agenda, and submit the program of the study tour at least 5 days prior each Study Tour.
3) Produce a study tour pack for the participants. The pack should include copies of power point presentations, biographies of the presenters, background policy/research papers if available on the OST in Germany, a note pad and pen, and selected UNODC publications and research papers in Russian and/or English. The total amount of pages for a pack will not exceed 30 pages.
4) Make arrangements for the expert’s of aforementioned organisations to prepare power point presentations on topics determined by CORUS
5) Make arrangements for the refreshment/coffee/tea services and meals at the organisations which will be visited by the study tour participants
6) If needed (the representatives of aforementioned organisations does not speak English), arrange for German-English or German-Russian translator.

CORUS will make all the necessary visa arrangements for the participants through the German Embassy in Moscow and will directly arrange and pay for delegations return flights - Moscow/London/Moscow. RORUS will issue and pay directly for the hotel,. Each participant will receive Daily subsistence Allowance to cover his/her meals and incidentals during the study visits.  

The contractor will be required to prepare a report for study tour (consisting of substantive report and a report outlining the services provided) within 30 days of departure of study tour participants.
