Development of the stand alone Human Rights Cases Management Module (HRCMS)

Required services or goods are the following:

• The business requirements of the off-line module are defined by the on-line web-based client, therefore the off-line module will implement locally all the features of the existing online system in terms of data content, but will allow users to work off-line, without an internet connection, and to synchronize their work with the centralized database from time to time, via the Internet (through VPN).
• The contractor must have proven broad experience in programming complex systems using Microsoft architecture, a very good level of experience with the Microsoft Sync Framework and a proven track record of implementing successful projects.
• The technical architecture of the off-line client will be based on Windows Presentation Foundation (WPF) for the front-end and on SQL Server Compact Edition for the local database. The Encrypted File System (EFS) will be used to ensure confidentiality of the client’s database in the local laptop. The Microsoft Sync Framework will be utilized in between the online and off-line databases in order to manage synchronization, using Windows Communication Foundation (WCF). The module will be developed in C# within the Microsoft .NET Framework and it will synchronize data with a Microsoft SQL Server 2008 database.
