New clarification added: Question: Is the contractor responsible for organising and paying for flights for the students?UNOPS Response: No, the students will be responsible for their own flight arrangements. The contractor will only provide visa facilitation letter or any other documents required by the host country. Question: What countries will the students be coming from in order to better understand the visa requirement?UNOPS Response: Below are the list of countries where UNMAS operate1. Uganda 2. Algeria 3. Question: Please advise if the students are holders of UN passports.UNOPS Response: No, not all the participants will have a UN passport Question: Will UNOPS provide travel/medical and general liability insurance cover for the students?UNOPS Response: Yes, Question: The RFP states that the contractor will conduct an English proficiency test of the candidates prior to the training. Is it anticipated that this will be completed on arrival at the training venue? If so, what happens to the student should they fail the proficiency test? Or will UNOPS conduct this test on behalf of the contractor with the test provided by the contractor in the bid prior to their deployment to the training venue?UNOPS Response: The test need to be conducted before the participant apply for a visa. Modalities will be defined with the successful bidder .

New clarification added: Question: Can we add a VAT line to the cost sheet or will UN provide a VAT exempt certificate?UNOPS Response: If required UNOPS can provide the tax exemption number to the supplier who will be awarded with a contract.

New clarification added: Question: You state in an earlier answer that the complete training material package will be regarded as a bespoke course, belong to UNMAS and may be used only for this training. That indicates that a transfer of ownership of the training material will be part of the contract. Should the development cost of the training package be reflected as a separate line item in the commercial proposal?UNOPS Response: Please include any costs related to the UNOPS requirements stated in schedule of requirement under other costs line in Form C.

New amendment added #1: Dear Bidders,In reference to RFP/2018/6673, please take a note of the following changes .1. Section II. Schedule of RequirementsPage 2, paragraph 3 has been deleted and a new paragraph (Red and bold font) has been added2. Section III Returnable Bidding FormsPage 6, Section 2.2, paragraph 2 has been deleted and a new paragraph (Red and bold font) has been added.3- The Tender DeadlineThe deadline (November 23rd) has been changed to 13:00 hr UTC,November 30th. This shall form part of the official solicitation documents. Please be guided accordingly.Please note that all other requirements in the above mentioned documents remain unchanged

New clarification added: Questions: Para 5 of the SOW lists the minimum subjects to be covered in the TMP - Quote: "to be submitted as part of the bid and shall include PowerPoint (or similar software) presentations, lesson plans, key learning objectives with instructors’ objectives and student objectives detailed." -The SOW subsequently states that all TMP used for the training are to be developed/adapted in close co-ordination with UNMAS and must be formally approved before implementation. It also states that the TMP will remain the exclusive property of UNMAS during and after the contract.Can you please clarify?UNOPS Response: We are expecting the bidders to submit a draft version of the proposed training for evaluation purposes . The final course content will be adapted / adjusted after contract award between the successful bidder and UNMAS. Since the course will be an UNMAS bespoke package , the TMP and all training material ( presentations, Handouts etc…) that specific package will become the property of UNMAS and can only be used by the training institution for that purpose .

New clarification added: Question: Do the course participants need to be accommodated on the designated training site/facility, or is offsite hotel accommodation preferred? UNOPS Response: The accommodation on site is preferred, but offsite could be considered too if appropriate for the supplier.

New clarification added: Question: We request clarification on the number of training cycles to be provided each year and if training would be undertaken only in one location/UN facility. The ITB refers to 18 countries and territories being given support from UNMAS - can UNOPS/UNMAS share with us the countries where the provision of training would be given? UNOPS Response: One training cycle / year - The students will be nominated by UNMAS and will come from the 17x UNMAS programs. https://www.mineaction.org/programmes - Training shall be delivered in a training institution outside the 17 x Countries in the bidder training institution Question: The ITB provides a mobilization chart projecting 30 separate periods (for the 3 year award period) - Is UNOPS/UNMAS able to confirm if they expect 1x 10 day training session for each projected period or 2x 10 day training sessions for each period? UNOPS Response: Are you referring to this tender which is an RFP not ITB? If yes, please provide the reference to the document (page/section etc.). We are afraid we did not understand the question/did not find it in our documents. A clarification: The award will not be for 3 years, it may be for 3 courses (1 per year) and subject the availability of fund UNOPS will inform the bidders 2-3 months in advance if the course for year 2 and 3 was going to happen.
