Description

BACKGROUND

The Kingdom of Cambodia is conducting Human Papilloma Virus (HPV) vaccine demonstration programme in six Operational Districts of Siem Reap and Svay Rieng Province since January 2017. Three of four rounds in two yearlong demonstration programme are already completed by June 2018 and fourth round will be conducted in November/December 2018.  National Immunization Programme of Ministry of Health with the Gavi support had planned to introduce HPV vaccine nationally in 2019, however, due to global shortage of vaccine, it is now planned to introduce at the beginning of 2021.

Evaluations of HPV demonstration programme were conducted in first year of demonstration programme in 2017. According to evaluations and regular supervision and monitoring underscored the need to reach each and every target girl including emphasize to reach who is out-of-school. It is discussed and decided that wider consultations are needed with different departments of Ministry of Health, Ministry of Education, Youth and Sports, other relevant ministries, relevant UN organizations and non- governmental organizations to devise a robust strategies to ensure the wider reach of this HPV vaccine to the target population.

The Ministry of Health plans to submit the HPV application to Gavi, The Vaccine Alliance to get vaccine and financial support in January 2019 to roll out national introduction in 2021.     

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The WHO Country Office, Cambodia is seeking technical assistance to support the National Immunization Programme (NIP) in the preparation of HPV vaccine application package for Gavi, The Vaccine Alliance’s support, due 16 January 2019.  

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Under the overall guidance of the Technical Officer, Expanded Programme on Immunization of WHO Country Office, Cambodia and in collaboration with Ministry of Health and National Immunization Programme including the development partners, the contractual partner will:

  1. Prepare and complete HPV vaccine proposal, implementation plan, addendum to cMYP 2016 -2020, cold chain and logistics plan, detailed budget, timelines and other related documents of HPV vaccine application package as per Gavi HPV vaccine introduction guidelines;
  2. Provide presentations to consultation meeting with stakeholders in Phnom Penh and incorporate inputs/feedbacks in the HPV vaccine application package;
  3. Review of on-going works on application package with EPI Team, WHO Cambodia; and
  4. Finalize HPV vaccine application package and submit to WHO Cambodia Country Office.

This work would involve review of existing documents, preparatory works, in-country mission and remote work on completing and finalizing the application package.

The Contractual Partner will be responsible for on-time delivery of the HPV vaccine proposal, including all supporting documentations following Gavi HPV vaccine introduction guidelines as part of application package.   

 

METHODS TO CARRY OUT THE ACTIVITY

Remote and Phnom Penh, Cambodia. One visit to Phnom Penh will be required if contractor is not from Cambodia.

  • 7-9 November 2018: Preparatory works including review of Cambodian documents ( 2 days)
  • 11 to 26 November 2018: In-country mission (11 days)
  • 23 November to 25 December 2018: Remote work to finalize applications package (14 days)

STARTING DATE:  07 NOVEMBER 2018

DURATION OF CONTRACT:  27 DAYS

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  

Postgraduate degree in public health from a recognized university and/or training/s in public health at postgraduate degree level.

EXPERIENCE

Essential:

At least ten years of experience in the development of immunization programmes at senior level is essential. Experience in EPI and Gavi application processes is required

TECHNICAL SKILLS & KNOWLEDGE

Sound knowledge in the planning of new vaccine application and introduction. Initiative and adaptability to work in developing countries. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct. 

LANGUAGES

Excellent knowledge of spoken and written English.

Place of assignment

Remote and Phnom Penh, Cambodia

Travel

Minimum of one trip to Cambodia as in-country mission will be required if contractor is not from Cambodia.
