Description

After receiving questions from bidders, there is likely to be a change in the BOQ.  Hence, UNICEF has decided to cancel this bid.

1. Purpose

1.1 The purpose of this Request for Proposal for Services ("RFPS") is to invite proposals for "Refurbishment of UNICEF Office in Bhubaneshwar".

2. Pre-bid meeting / Conference

2.1 Please note that a pre-bid meeting will not be held.  In case there are any queries/clarifications on the TOR/RFP, kindly send them (mentioning page number, section and para number) to Isolene Rebello by email at irebello@unicef.org latest by 19th October 2018 at 1730 hours IST.

2.2 The questions and responses will be subsequently posted on UNGM website (www.ungm.org) under the same RFP by 23rd October 2018 under “Documents”.

2.3 Site Visit: In case bidders would like to have a site visit to UNICEF Bhubaneshwar Office premises at Plot No.44, Suryanagar, Bhubaneshwar 751003 Phone:0674-2397977, please confirm by email to Isolene Rebello irebello@unicef.org by 19th October 2018 by 1730 hours. The site visit will be held on 24th October 2018.

3. SUBMISSION DEADLINE AND PROPOSAL OPENING

3.1 The deadline for submission of proposals is as follows: 14th November 2018, Wednesday - 1200 Hours. Emailed bids must be sent exclusively to ind.bids@unicef.org [ind(dot)bids@unicef(dot)org] in a non-editable format (viz. PDF), clearly marked with the tender number LRPS-2018-082-9143242 in the subject line and emailed to arrive NO LATER than 14th November 2018 at 1200 hours (Noon) IST.  No other recipient should be "Cc" or "Bcc" in the e-mail submission. Bids should not be sent to the Procurement Associate/Procurement Specialist who signed the RFP or any other UNICEF employee as it will be invalidated.  Bidders are advised to ensure that submissions are made well in advance before the closing time.  Late bids and those bids which do not comply with the bidding instructions will not be accepted. Bids received in any other manner will be INVALIDATED.

3.2 Supplier will submit the proposals electronically at ind.bids@unicef.org in the following manner:

- Technical Proposal file clearly named as “Agency Name - Technical Proposal-RFP-2018-082-9143242”

- Financial Proposal file clearly named as “Agency Name - Financial Proposal-RFP-2018-082-9143242”

- Services Form to be signed and sent along with the technical proposal for acceptance of GTCs.

NOTE: THE FINANCIAL PROPOSAL SHOULD BE PASSWORD PROTECTED. PLEASE DO NOT SHARE THE PASSWORD WITH ANYONE UNLESS AND UNTIL ASKED THROUGH AN OFFICIAL COMMUNICATION.

Due to the nature of this RFPS, there will be no public opening of proposals.
