Project management support for the HIV Testing Services Guideline Development Processes

The WHO Programme on HIV is guided by the Global Health Strategy for HIV 2016 – 2021 (GHSS). Its goals, consistent the UNAIDS Strategy and international commitments, are to achieve universal access to prevention, diagnosis, treatment and care interventions for all in need, and to contribute to achieving health-related Sustainable Development Goals (SDGs) and their associated targets by 2020.
The objective of the Department of HIV is to lead an effective, organization-wide HIV effort to support Member States in the implementation of the GHSS. The five GHSS strategic objectives are: Strategic Direction 1: Information for focused action (know your epidemic and response); Strategic Direction 2: Interventions for impact (covering the range of services needed) 3: Delivering for equity (covering the populations in need of services); Strategic Direction 4: Financing for sustainability; and Strategic Direction 5: Innovation for acceleration.
The Key Populations and Innovative Prevention (KPP) unit with the Department of HIV is responsible for much of WHO’s work on HIV Prevention. It is responsible for the department’s work on new prevention technologies, principally pre-exposure prophylaxis, voluntary medical male circumcision and HIV testing and counselling services. The unit also focuses on key populations at greatest risk of HIV infection (sex workers, men who have sex with men, people who inject drugs, people in prisons and other closed settings and transgender people) as well as other groups vulnerable to HIV infection such as adolescents.
People from key populations are more vulnerable to HIV infection. And their engagement is critical to a successful HIV response. In most settings, men who have sex with men, transgender people, people who inject drugs, sex workers and people in detention/prison are at higher risk of exposure to HIV than other groups. Therefore, for an effective HIV response, it is acknowledged that there should be a greater programmatic and policy focus on these populations.
Currently in most countries with generalised epidemics the focus of the HIV response has been almost exclusively on addressing the general population and in particular the needs of women. There has been an inadequate response in addressing the requirements of key population in almost all countries with generalised epidemics and without doing this the potential for a sustainable decrease in HIV incidence will be not be achieved. Although a significant effort has been made to reach people in key populations, the response remains inadequate with low coverage and access to essential services.
The consultant will assist WHO/HIV/KPP with Technical expertise to support project management processes related to development of revised HTS guidelines, launching of guidelines in print, web and mobile application formats.
Main Tasks:
- Task 1: Develop and regularly update, an overall concept and detailed work plan for the elaboration of the normative HTC guidelines
- Task 2: Support, prepare for and attend twice monthly internal WHO steering committee meetings and disseminate concise actionable meeting notes.
- Task 3: Support the timely preparation and availability of scoping documents/ protocols
- Task 4: Collect and prepare case examples for HTS 2019 guideline review
- Task 5: TB/HIV Testing Policy Review
- Task 6: Support the development of the initial GRC planning proposal, (pre)final GRC submission of the
- Task 7: Prepare back ground documents (including biographies of members for online posting), draft presentations, and minutes for the Guideline Development Group (GDG) ( a virtual technical working group meeting of the GDG planned for quarter 1 or quarter 2 of 2019; and an on the ground meeting of the GDG in quarter 3, 2019)
- Task 8: Support guideline publication through ePub and WHO Press, and mobile application
- Task 9.1: Synthesize user acceptance testing feedback for WHO and app developer review in the form of a concise narrative report and propose app improvements
Key requirements for this consultancy:
Essential Work Experience:
At least 5 years’ experience working in public health or health and development and at least 2 years of experience in HTC.
Desirable:
Work experience in WHO and guideline processes would be an asset
Qualifications required:
Essential: Masters degree in public health
Language Requirements:
Excellent knowledge of reading, writing and speaking in English
The initial contract duration under this RFP is for 6 months, but could be extended up to 12 months pending the performance and funding availability.
