Purpose of the Consultancy
Under direct supervision of World Health Organisation (WHO) - Division of Pacific Technical Support (DPS) Pacific Health Security, Communicable Diseases and Climate Change (PSC) and the overall guidance of the Health and the Environment team specifically the Environmental Specialist, this consultancy is to provide support on training on water safety plan (WSP), its development and implementation under the KOICA project on “Project Title Building Climate Resilient Health Systems at the Community Level” for both Kiribati and Tuvalu.
Specific objective: To provide technical support to WHO DPS for activities related to water safety planning under the KOICA project.
Background
Through funding support from the Korea International Cooperation Agency (KOICA), WHO Division of Pacific Technical Support - Pacific Health Systems and Policy (PHS) team will be collaborating with the Pacific Health Security, Communicable Diseases and Climate Change - Health and the Environment team to coordinate several activities under the KOICA project on “Building Climate Resilient Health Systems at the Community Level” in Kiribati and Tuvalu for two years. These activities are as listed below:
· Training for environmental health officers in applying climate resilience in health systems at primary care level
· Provision of mobile microbiology test kits for environmental health officers
· Technical support for reporting the results of water quality tests
· Villages having the water safety planning team to manage the quality of drinking water
· Support the teams in mapping water supplies and identifying existing environmental hazards
Overall, the project will contribute to strengthening primary health care facilities and human resources with community engagement towards climate resilience. Climate-resilient health systems have been addressed as a particular focus in advancing Universal Health Coverage in the Pacific countries and areas.

End date: 30/11/2018
The consultant will be engaged for 50 days within 1 September 2018 – 30 November 2018.
Work to be performed
Method(s) to carry out the activity
The consultant should work closely with the Pacific Health Security, Communicable Diseases and Climate Change (PSC) - Health and the Environment Team together with the Pacific Health Systems and Policy (PHS) team. The consultant will be required to undertake the following activities:
· Conduct Water Safety Planning training which may include introduction of approach for Tuvalu and a refresher training for Kiribati which will include site selection (sites will be confirmed upon consultation with the Ministry) the formation of WSP teams.
· Work with the WSP teams for the development of water safety plans which will include mapping of water sources, the identification of possible hazards and the inclusion of the implementation plans.
· Support the implementation of the WSP plans of at least one selected site
· Conduct assessment of the WSP information materials that exists locally and assess the feasibility of developing new information products (i.e. guidelines, tools, SOPs) in the local language that will assist in the WSP development and implementation process.
· Compile a final report that includes lessons learnt, next steps which will include mission report into the countries.
Outputs
Output 1: Conduct Water Safety Planning training.
Deliverable 1.1: Water Safety Planning training conducted for Kiribati and Tuvalu which will include site selection and formation of WSP teams.
Output 2: Work with the WSP teams for the development of water safety plans.
Deliverable 2.1: Drafted Water Safety Plans for selected sites which will include mapping of water sources and the inclusion of the implementation plans.
Output 3: Support the development and implementation of the WSP plans
Deliverable 3.1: End of assignment report to include a clear account for the work undertaken on output 3
Output 4: Conduct assessment of the WSP information materials that exists locally and assess the feasibility of developing information products
Deliverable 4.1: Information products developed
Output 5: Final Report.
Deliverable 4.1: Submit a final/end of assignment report that includes lessons learnt, next steps which will include mission report into the countries.

Specific requirements
- Qualifications required:
Undergraduate degree in Environmental Health, Public Health, or other Health Sciences
- Experience required:
At least five years of experience in WSP in the Pacific.
- Skills / Technical skills and knowledge:
Specific technical knowledge on Medical laboratory, excellent communication skills and writing skills
- Language requirements:
Fluent in English (Read - Write - Speak)

Place of assignment
The consultant is expected to perform her/his work in Fiji with several visits to Kiribati and Tuvalu. Those residing out of Fiji, Kiribati and Tuvalu should deal with the visa requirement issues as necessary for the travel into and out of these countries.
Medical clearance
The selected consultant will be expected to provide a medical certificate of fitness for work.

The consultant is expected to travel according to the itinerary and estimated schedule below:

· 3 days in September - WHO DPS Suva (exclusive of 2 days travelling to Fiji and return, if from overseas)
· 7 days in September- Kiribati
· 7 days in September - Tuvalu

· 7 days in October- Tuvalu
· 15 days - Finalization of reports
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
