Provision of Services for Conducting Training of Trainers for Good Governance Competence Units (UNOPS-SWISSPRO-2018-S-004)

New clarification added: Q5: Can you tell us more precisely what kind of knowledge we need to deliver to our customers. In the explanation there are quite a lot of tasks.A5: Engaged entity should deliver further knowledge to our 23 training participants (GGCU):  Knowledge for  organising and transferring (the previously acquired Good Governance) know-how by delivering knowledge and skills in planning and conduction training sessions for adults, and for facilitating and moderating the pertained processes. (ToR, point 3. Objectives of the Intervention: “The Specific Objective of this intervention is to train the existing Good Governance Competence Units (GGCU) in organising and transferring the acquired GG know-how by gaining knowledge and skills in planning and conduction training sessions for adults, and in facilitating and moderating the pertained processes.”)

New clarification added: Q4: What are the rules regards language - working language of contractor is English but language whilst in the field is Serbian. We will need translators for this part unless you have means to translate. Should we include translation costs? Additionally we assume all materials provided by us (e.g. workplans, action plans) are fine to be in English?A4: Working language between UNOPS and the contractor will be English, which means that all  correspondence and materials provided by the contractor to UNOPS (e.g. work plans, action plans, reports) must be in English.  Working language in the field will be Serbian, meaning that all related activities and communication with participants, training materials, presentations, etc. should be produced in Serbian language. UNOPS does not provide translations, so all translation costs, if any, should be included in the proposal.

New clarification added: Q3: We would like to know the English knowledge proficiency of the participants. How many participants can speak English and how many are Non-English speaking participants?A3: To our knowledge less than 5% of the future participants has English language proficiency.

New clarification added: Q2: Are we obligated to deliver to you the receipts (or some kind of bill) for goods and services from suppliers or subcontractors, that we would use during the project?A2: Offeror must identify the names of all subcontractors/suppliers who will be providing good/services under this contract and the type of work being subcontracted, if applicable. However, it is not required to submit any supporting document with the Financial Proposal. The format includes specific expenditures under Table 2, which may or may not be required or applicable but are indicated to serve as examples.

New clarification added: Q1: Who signs Form G?  Should it be signed by the offerers themselves after filling up all the fields, or should it be signed by the purchaser of the services who worked with the offerer?A1: The Performance Statement ( Form G) must be signed by the Bidder. The Statement must contain details of experience and past performance of the Bidder on services offered and on those of similar nature over the past three years (at least), as well as details of current contracts in hand and other commitments.
