If requested by the Procurement Unit, the Financial Proposal should be submitted to procurement.bb@undp.org within 24 hours of a request. Failure to submit the Financial Proposal will result in disqualification.

UNDP shall endeavour to provide such responses to clarifications in an expeditious manner, but any delay in such response shall not cause an obligation on the part of UNDP to extend the submission date of the Proposals, unless UNDP deems that such an extension is justified and necessary.

BACKGROUND

The Japan-Caribbean Climate Change Partnership (J-CCCP) aims to support eight Caribbean countries in advancing the process of low-emission risk-resilient development by improving energy security and integrating medium to long-term planning for adaptation to climate change. Interventions under the Project include supporting policy innovation through the development of a number of Nationally Appropriate Mitigation Actions (NAMAs) and National Adaptation Plans (NAPs) and implementing actual technology that is both low-emission and advances climate risk management by implementing 38 demonstration projects in the target countries. The project also supports strengthening knowledge networks in Caribbean to foster South-South and North-South cooperation through sharing of experiences surrounding climate change, natural hazard risk and resilience. The participating countries include Belize, the Commonwealth of Dominica, Grenada, Cooperative Republic of Guyana, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, and the Republic of Suriname. This project is funded by the Government of Japan and will be implemented by UNDP, with UNDP Barbados & the OECS sub regional office as a lead agency.

Technical and administrative assistance is required to support the process to advance implementation of project activities.

 

OBJECTIVE OF THE ASSIGNMENT

Under the direction of the J-CCCP Project Manager, the consultant is expected to support the J-CCCP Project Management Unit (PMU) in order to:

  1. Ensure efficient management of procurement processes;
  2. Ensure efficient pilot project implementation; and

The incumbent will work in close collaboration with the Project Management Unit and Operations team in the Barbados and the OECS Sub-regional Office, UNDP Country Offices (CO) in Barbados and the OECS, Belize, Guyana, Jamaica, and Suriname, Regional Hub and HQ staff as well as relevant stakeholders in the target countries.
