REOI/PH/2018-004: Formulation of National Early Childhood Care and Development (ECCD) Strategic Plan (2018-2030)
The institution to be engaged will be working with the member agencies of the ECCD Council (DSWD, DOH, NNC, DepED, ULAP and representative from the private sector), DILG, NEDA, and DBM. The main objective of this engagement is to develop a long-term National ECCD Strategic Plan covering the period 2018-2030 towards a more harmonized approach in achieving the Philippine government's commitment to ECCD-related SDG targets.
The Strategic Plan will cover health, nutrition, early education, protection and other social welfare services and programs for children 0-4 years old and ensuring their smooth transition from Kindergarten and Primary Education.
Main deliverables are as follows:
1. Review and (re)formulate the shared vision of the country on holistic and integrated ECCD, and guiding principles and values that all duty bearers will uphold in fulfilling the rights of all children to survival, development, participation and protection
2. Undertake an analysis of the current situation of ECCD in the country as basis of the government in making the strategic choices for the next 13 years.
3. Prepare the National Strategic Plan based on the above-mentioned analysis, existing relevant sector plans/priorities and policy documents, including the PDP and National Plan for Action for Children, and considering international good practices on integrated ECCD as benchmark.
4. Formulate the Investment Plan highlighting the estimated cost requirement to implement the strategies and programs; major sources of funding and strategies to mobilize resources from the national and local governments and other partners (private/business sector, non-governmental organizations, development partners, etc.)
