New clarification added: Dear Bidders,Please note the below raised questions and our official responses in connection to the Invitation to bid, ref. ITB/2017/2717Question (9): Ref Form C Price Schedule Form.In the bid summary price template you ask in line 1 for the total price DAP but you also ask for the total price of goods DAP in Line 3.What is the difference?In the bid summary price template you ask in line 2 for the total price CPT but you also ask for the total price of goods CPT in Line 4.What is the difference?You ask in Line 7 for custom clearance cost.According to INCOTERMS, CPT and DAP clearance of customs, fee etc is a purchaser responsibility.Please clarify why you are asking for customs clearance costs when custom clearance cost is a UN responsibility in this case?You are requesting prices "DAP UNMAS Office" and "CPT Aden Abdulle Airport" in the Prices for goods template.These two prices are prices for the items including freight in two options (DAP or CPT)This is fully understood.In the Prices for related services you are asking for the freight prices, and you ask in the last column on the right for the "total price per service", meaning a total freight price for DAP and for CPT.Then in the bottom of the related services you want a total price of related services.Does that mean that you want the freight price for DAP and CPT summed up as a total?Please clarify.Answer (9): In line 3 three you can write down only the total DAP price and in line 1 you can write down DAP price plus related service if any.In line 4 you can write down only the total CPT Price and in line 2 you can write down CPT Price plus related service if any.Please disregard line 7 if not applicable.For the related services, you can show the total freight cost of the option selected either DAP or CPT.Question (10): Three shipping companies has returned and declined DAP terms in Somalia due to company policies updated JAN 2018.Can you elaborate on a shipping company that UNMAS is using that are allowed to delivery on DAP terms in Somalia?Answer (10): UNMAS will not recommend companies. But it is the bidder’s responsibility to find their way.Question (11): Regarding the form C: Price Schedule form, the requested DAP or CPT prices already included the "Price for related services" or "Freight Charges" so it doesn't require to be mentioned separately in the "Bid Summary" table and to be added another time to DAP/CPT prices, so this field of the table is not correct "Bidder's Total prices CPT (Price of goods CPT + Related services if applicable"/Bidder's Total prices DAP (Price of goods DAP + Related services if applicable". If you wish to know the freight charges separately, the tables should ask for FCA prices plus Freight which will be CPT/DAP.Please clarify.Answer (11): Please see our response to question nine.Question (12): I don t see any request for sample. Can you clarify please?Answer (12): No sample is required. But it is bidder’s responsibility to make sure that the goods are in conformity with the specifications.Question (13): Also do you want UN logo on case?Answer (13): No UN logo is required. Shall it be available in black, green or brown?Answer (7): Any of the listed colors are acceptable but preferably black.Question (8): Please specify how many different lenses and colors of lenses you require per set, ex. clear, smoke grey or light rust (all of them or just one and that case which one)?Answer (8): 1 x clear and 1x soft color e.g Smoke gray / light rust. This shall form part of the official solicitation documents. Please be guided accordingly.Thank you.

New clarification added: Dear Bidders,Please note the below raised questions and our official responses in connection to the Invitation to bid, ref. ITB/2017/2717Question (1): There is no mention in the specifications about any anti-fog characteristics of the eyewear, and we feel this is an important point to establish.Does the end user require a lens that has an anti-fog feature built in?Answer (1): Anti-fog reapplication is mentioned in tender documents as indicated in questions three.Question (2): The specifications mention that "Supplied BEPS/MCEPS shall accommodate at least 20% female and 80% male wearing size". Can the UN please clarify more on the sizes required as we have two possible options to quote - one comes in small, regular or large sizes whilst the other just comes in regular or large.The 20%/80% split of male to female wearing size does not really give an accurate number of each size so please could you also clarify the quantities of each size required - this is more to check on stock levels and lead times and a final decision on the quantities of each size can be decided upon contract award.Answer (2): 20% regular and 80% large can be considered.Question (3): Apologies, to be clear on the anti-fog question, we see that there is a point stating there should be "anti-fog reapplication" but would the end user prefer to have lenses with anti-fog built in, as opposed to having to apply an external anti fog coating that will wear off?Answer (3): In this tender we request minimum as anti-fog reapplication and please note below requirements for international standards which are already mentioned in the technical specifications:1. US Army Qualified Product List (QPL),2. Authorised Protective Eyewear List (APEL).3. US Army (MIL-PRF 32432) performance specification and4. ANSI (American National Standard Institution - Z87(+) 2010/2015) standard.Question (4): We would like to enquire about a possible GSA letter from your organization in the event that we are awarded the contract. In order to receive GSA pricing from our manufacturer, they require a letter stating that our company is authorized to receive GSA pricing on behalf of the United Nations. We let them know an end user certification could be furnished at the time of the purchase order, but their strict policy requires a letter specifically authorizing GSA pricing. Please confirm whether you would be able to provide this. Answer (4): We can only provide General under taking letter upon signature of the contract.Question (5): Can we please have clarification on the requirement: "The supplied BEPS/MCEPS shall of SPECTACLE type" mentioned in the "Technical specifications for Goods and Comparative Data Table"Answer (5): The supplied products should be the type of spectacles and not the type of goggles or full face visors.Question (6): Our company is considering for participation in your tender. And we have some questions for clarification. Could you clarify if you need ballistic goggles protection or ballistic lens eyewear protection?Answer (6): As clarified in question five, we require Spectacle Type Ballistic Eye Protection. This shall form part of the official solicitation documents. Please be guided accordingly.Thank you.
