New clarification added: Regarding the Proposal Security, we need to clarify some points due our bank requirements:Question#1: We are working with BBVA Bancomer at Mexico, we need to know the eligible banks because BBVA has no operation in Haiti.Answer: The Proposal Security may be issued by a Bank with no operation in Haiti. A list of "eligible banks" is not readily available. Your bank should be able to guide you with this process.Question#2: In wich country shall the Proposal Security must be executed?Answer: If by executed you mean 'prepared by a bank,' then it may be prepared by the Bidder's country in a language to that as found in our Proposal Returnable Schedule 2 being also irrevocable and unconditional. Please refer to the "Returnable Proposal - Schedule 2."Question#3: Please clarify Who orders the proposal security? and Who are the beneficiariesAnswer: It is the bidder's responsibility to provide the Proposal Security. New clarification added: Question: Is it imperative to use a datalogger or any other computerized system?Answer: The SOW specify that it is a requirement to have an automatic monitoring system during the implementation of the soil improvement.Question: On the “17_02_001_SOIL IMPROVEMENT_POB”, part 7. It talks about computired systems. As well as in section 8 near the last paragraph.Answer: It is referred to an automatic monitoring system to control and monitor the parameters involved in the system (for example push forces and/or torque of the drilling machine during the drilling process). This will allow to correlate the parameters obtained with the soil characteristics during and on the field test, extrapolating the results to the remaining part of the works.

New clarification added: Question: Are we receiving a summary of the questions asked in the pre-bidding meeting?Answer: Bearing in mind that the Clarification Meeting being MANDATORY, please note that the Minutes of the Meeting held in Cap Haitian will be communicated to those having participated.Question: Is it imperative to use a datalogger or any other computerized system?Answer: Please elaborate the question and provide specific reference where this is mentioned.Question: On the RETURNABLE PROPOSAL SCHEDULE 2 FORM OF PROPOSAL SECURITY BANK GUARANTEE FOR PROPOSAL, who should it be address to?Answer: Please address it to UNOPS as indicated on the form however directly to the Director as “Dear Felipe MUNEVAR.”Question: What are the No Objection Certificates (NOC) on schedule 14 Outline Statement of Proposed Methods. Answer: The NOC refers to various type of “permits” which may be needed for and prior to exection for the works from the competent local authorities. It is the bidders responsibility to ensure they obtain them as and when may be necessary.

New clarification added: Question: What exactly should we include on this schedule? "Returnable Proposal Schedule 13 Proposed Sources of Naturally Occurring Materials"Answer: Bidders shall provide details of their proposed sources of naturally occurring materials, including aggregates. Where (locality) and from whom (company) they will be sourced (obtained) and any other relevant details as requested on the form.

New clarification added: Question: What need to be included on Returnable Proposal Schedule 18? Answer: Returnale Proposal Schedule 18 shall include any “addenda, Minutes, or additional (new) documents provided to the bidder. It serves to indicate that the additional documents have been received by the bidder and as such have been considered in submitting their offer/proposal.
