Purpose of the work

In the 50 years since its first meeting in 1949, the WHO Expert Committee on Drug Dependence (ECDD) has played a central role in the international drug control system. Its main task is to carry out medical and scientific evaluations of the abuse liability of dependence-producing drugs falling within the terms of the 1961 Single Convention on Narcotic Drugs and the 1971 Convention on Psychotropic Substances. It then makes recommendations to the United Nations Commission on Narcotic Drugs on the control measures, if any, that it considers appropriate. The Expert Committee's reports are published by WHO in its authoritative Technical Report Series. 

At the 38th ECDD meeting in 2016, the Committee requested that the Secretariat prepare pre- review documentation on cannabis-related substances to be evaluated at a special 40th ECDD meeting dedicated to cannabis and its component substances.  The cannabis-related substances to be reviewed are:

  • Cannabis plant and cannabis resin
  • Extracts and tinctures of cannabis
  • Delta-9-Tetrahydrocannabinol (THC)
  • Isomers of THC

Work to be performed

The WHO is requesting proposals from authors for pre-reviews relating to the chemistry, toxicology, pharmacology, epidemiology, and therapeutic use of cannabis-related substances.
