Purpose of the contract

Working closely with the WHO Division of Pacific Technical Support (DPS), Ministry of Health and National Regulatory Board, Nauru, the contractor will review existing Health Practitioners Act in Nauru; draft the revision of the Act in-line with current constitution; draft revised structure and authority of the National Regulatory Board; and prepare for necessary documents for submission to the cabinet for the approval and implementation of the revised Act.

Background

Global health system has changed over the years and it results changes in the clinical practice guidelines and health workforce competency standards. This has also introduced opening to new risks due to outdated legislations. Hence, improving and strengthening of legal framework governing overall practice and competency of healthcare workers has become more important.

The initial legislation governing the practice of the health workers in Nauru has not been thoroughly revised since its enactment in 1999. With the changing technologies, clinical and public health practice, treatment guidelines and global standards compliance, the current Acts are due for review.

Therefore, Nauru Ministry of Health has partnered with the World Health Organization (WHO), National Regulatory Board, and Pacific Open Learning Health Net (POLHN), to revise the Act governing the current practice and competencies of health workforce.

Output/s

In collaboration with the WHO Pacific Health Systems and Policy team, Ministry of Health and National Regulatory Board, Nauru, the contractor will:

  1. Draft revised health practitioners Act in-line with current constitution;
  2. Draft revised structure and authority of the National Regulatory Board;  and
  3. Prepare for necessary documents for submission to the cabinet for the approval and implementation of the revised Act

Specific requirements

  • Qualifications required:
  • Degree in Law
  • Experience required:
  • At least five years of work experience with a specialisation in legislation drafting
  • Knowledge of the internationally and local medicolegal framework
  • Health related experience will be an asset
  • Language requirements:
  • Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage
