Purpose of the Consultancy
To review the Republic of Nauru hospital laboratory health and biosafety manual and standard operating procedures.
To orientate laboratory staff on the updated health and biosafety and standard operating procedures.
Background
The Republic of Nauru Hospital Laboratory has made significant advances towards providing a professional and comprehensive medical laboratory service to the people of Nauru. It has achieved a notable score of 76% compliance when assessed against the ISO International standard in February 2017. A positive momentum and enthusiasm has developed as quality management initiatives have been put in place. However, there is a need to review and update the health and biosafety manual with its standard operating procedures (SOP) in accordance to international standards. This manual should provide a set of minimum standards and practices for the safe and healthy operation of a laboratory, especially with the relocation of laboratory services to the new hospital. In view of this, it is proposed to recruit an external consultant to review the laboratory health and biosafety manual for the current setting and conduct awareness and orientation on the revised manual and SOP to the laboratory staff of the Republic of Nauru Hospital

Work to be performed
Method(s) to carry out the activity
- Review the existing laboratory health and biosafety manual and standard operating procedures currently in place at the Republic of Nauru Hospital;
- Travel to Nauru and conduct technical consultations with laboratory staff, National Health Advisor, Director Public Health and Director Medical Service of RON and WHO technical staff for the review of manual;
- Conduct awareness and orientation to the laboratory staff on all components of the updated health and biosafety manual and standard operating procedures;
- Submit a detail report including key recommendations in collaboration with WHO office Suva.
Output/s
Output 1: Draft laboratory health and biosafety manual and standard operating procedures
Output 2: All laboratory staff briefed on health and biosafety and SOP
Output 3: Final technical report with key recommendations

Specific requirements
Qualifications required:
- University degree in laboratory with post-graduate degree in public health
Experience required:
- More than 5 years of relevant experience in coordinating hospital laboratory health and biosafety; laboratory policies and regulations; incident and accident management, equipment operation safety and biological and chemical safety.
Skills / Technical skills and knowledge:
- Demonstrated expertise in reviewing laboratory manuals and policies. Should also have basic knowledge of health system in Nauru including laboratory services and ability to identify bottlenecks and provide appropriate solutions. Experience with desk research, report writing and conduct training.
Language requirements:
- Fluent in English

Deliverables

- Deliverable 2: Final technical report with key recommendations
Payment will be made in the following instalments:
- 0% - upon acceptance of countersigned contract;
- 40% - upon signature of contract and acceptance of work plan: for payment of air ticket
- 30% - upon acceptance of draft laboratory health and biosafety manual and standard operating procedures
- 30% - upon acceptance of final technical report with key recommendations
