Description
UNICEF is seeking to hire a production company to produce a Virtual Reality (360) video, driven by compelling storytelling that will engage and draw empathy from decision/policy makers and the general public. The video will highlight critical issues affecting children and youth in three African countries (Burundi/Ethiopia and South Sudan). Through their stories, the film will aim to show why it’s so critical that children and young people in the countries featured are provided with the necessary support to survive and thrive, so they can play an active role in society and contribute to a more stable and prosperous future.

1. Q: Would it be possible to adjust the payment terms to 100 % after completion to 25-25-25-25 or at least 25-25-50?- A: The payment terms can be negotiated at the time of finalizing the contract with the selected company.
2. Q: Are the example stories in the tender based on real, i.e. existing characters or are we supposed to find and research characters who resemble the ones in the tender? - A: The stories are based on real characters but are examples to provide a guide for possible storylines. Our offices in the relevant countries will help to identify characters and stories however we will need to provide detailed information of the ideal storylines to produce the strongest film.
3. Q: Is there a budget cap or estimate you’d like to spend on this project? This would help us budget the way of production and equipment. - A: UNICEF is not in a position to disclose the budget. The Proposers are requested to submit offers based on the their best estimates. UNICEF can accept multiple offers based on different scenarios.
4. Q: Did UNICEF (or your division in particular) create VR previously? If so, can you provide some links to previous productions? - A: Yes, UNICEF has been involved in other VR productions, such as Clouds Over Sidra - Waves of Grace, ‘On the road to making polio history’.https://www.youtube.com/watch?v=puwXDWcJPpE
5. Q: Narration should only be done in German, is that correct? - A: Narration should be in English for the main film but another version in German
6. Q: Two days of recording time are allocated per country/location, time for travel is additional. We imagine these stories taking place on rural sites. Can you let us know whether you consider 2-3 travel days per country (including international travel) would be considered accurate? - A: Yes, 2 to 3 travel days would be expected.
7. Q: Should we provide a cost estimate for travel expenses? I read that in-land logistics and translations will be covered, which parts should be covered by our side? - A: Costs to get to countries should be included – the costs for internal travel don’t need to be put in at this point.
8. Q: As the 3 cases will be shown in 1 film, we are wondering if there will be an overarching message that UNICEF wants to showcase? If so, can you describe to us what UNICEF wants to tell in the film? - A: Yes there are a few key messages but the overarching one is how opportunities provided for children can help their lives to move in a positive direction – e.g. to be more stable and more prosperous. However, any ‘response’ that UNICEF or others provide must be a natural part of the story and the key thing is that the stories of the main characters are compelling and engaging.
9. Q: You mention that graphics might be relevant to be added in the film. Can you give us some idea what type of graphics you’d imagine? Should we quote this separately? - A: On graphics we are a little flexible and also depends on the cost – for example it could be the title of the film that comes up or something during the film to help transition from one scene / issue but we are happy for ideas – if the graphics make the story stronger then great otherwise it is not a necessity.
10. Q: What kind of support, if any, will UNICEF provide for attaining visas for Burundi, Ethiopia and South Sudan? - A: Yes, UNICEF will provide the necessary documentation and issue supporting letters, when needed, but we can never fully guarantee the visas but at the same time don't expect issues.
