Statement of Work
UNICEF 2017 GLOBAL STAFF SURVEY
- Objective of the Global Staff Survey (the Survey)
To achieve an optimal working environment that enables UNICEF to achieve better results for children, by gauging staff perceptions; identifying areas of improvement; reinforcing internal communication mechanisms between staff and management; strengthening accountability and performance management at all levels of the organization; and allowing for trend analysis, monitoring and evaluation.
- Background
- In 2014, UNICEF conducted its fourth Global Staff Survey (GSS), in which over 57% of staff participated. The survey has benefited UNICEF staff by providing a channel for the voices of all staff to be heard and translated into action in order to achieve an optimal environment. It has also served as an accountability and performance assessment tool to helped establishing a baseline to assess the impact of various organizational improvements.
The Executive Director along with the Global Management Team (GMT) decided that a new survey should be conducted in early 2017 to measure the organizational performance in a number of critical areas or themes. The survey will include a mix of questions previously used in the 2014 survey as well as questions on emerging and current issues such as HR Reform.
- Scope of the survey
- The survey will cover the following themes and seeks to compare the results between the 2017 and 2014 surveys:

- Job Satisfaction/Motivation
- Work/Life Balance
- Career and Professional Development
- Performance Management
- Knowledge and Information Sharing
- Management Responses to Global Staff Survey
- Office Efficiency and Effectiveness
- Diversity
- Standards of Conduct
- Staff Security
- HR Reform
- Staff Association
- A brief description of each theme is presented in Annex “A” to the RFPS.
- Approach
- UNICEF will continue to use a model using a similar methodology and questionnaire, specifically adapted to meet UNICEF’s unique needs and the reality of UNICEF in the field. While there are new questions in the survey, a number of questions have been adopted from the 2014 survey in order to compare the results of the two surveys.
- The Division of Human Resources and the Global Staff Association have jointly developed and designed the 2017 GSS in consultation with and support from the relevant offices including at regional and HQs locations.
- As in the past, a communication campaign will be implemented by UNICEF to alert, invite and remind all staff to participate in the Survey through standard internal communication tools through:
- A Global Broadcast Message from both the Executive Director and the Chairperson of the GSA;
- Communication via the Deputy Executive Directors and Regional Directors;
- Announcements to all staff via ICON (Intranet), yammer micro-messaging and other communication pathways.
- Scope of Services
Under the guidance of the Division of Human Resources, the selected firm/provider will:
- Advise on any content changes to the existing questionnaire to meet UNICEF-specific needs and requirements for 2017. These may include, but not limited to:
- Adding a few new questions
- Refining/ complementing existing questions to gain better insight into persistent areas of concern such as:
- improved workload management for better work-life balance;
- increased opportunities for career development;
- enhanced communication between management and staff, etc.
- Receive from UNICEF the translated versions of the survey in five of the UN’s working languages: Arabic, English, French, Russian and Spanish. UNICEF will be responsible for all survey translation.
- Be responsible for the actual conduct of the web-based survey, including survey programming, hosting, data entry and all data processing, data cleansing, and management.
- Provide UNICEF staff with the additional option to download a PDF version of the Survey.
- Analyze data, prepare report(s) in English and make them available to the Division of Human Resources, which will then be responsible for wider distribution to UNICEF staff (via the UNICEF intranet network and/or other relevant vehicles).
- The format, design and structure of the reports to be provided will be defined by the Division of Human Resources to allow trend analysis and comparison of results with the previous survey, where applicable. The participating firms/providers should specifically indicate in their proposal the availability of dynamic reports.
- Reports will be prepared for Headquarters, Regional and Country Offices, as well as Area Offices, Zone Offices, and Sub-Offices, as well as HQ Divisions with multiple locations.
- For offices with less than 10 respondents, to ensure confidentiality, the results will be included in the aggregated reports for the offices/regions.
- Present findings via interactive presentations (delivered via webex or in-person) to three target audiences: (1) the Executive Director and senior management (2) the Global Management Team, and (3) the Global Staff Association and/or an all-staff vehicle. Additional presentations may be determined by UNICEF and shall be communicated to the selected firm/provider.

Tentative Timeline and Key Milestones
- 22 December 2016: mailing date (to be included on the opening page of the ITB)
- 9 January 2017: Participating firms to confirm intention to Bid.
- 9 January 2017: Request for information/clarification regarding specifications to be received no later than this date.
- 11 January 2017: quotation deadline 17:00 EST
- 12 January 2017: bid opening date for technical proposal
- 12- 13 January 2017: technical evaluation conducted
- 16 January 2017: bid opening date for financial proposal
- 16 - 17 January 2017: financial evaluation conducted
- Week of 13 February 2017: anticipated institutional/corporate contract award date
- 27 February 2017: launch of the global staff survey
- 31 March 2017: closing of the survey
- 30 April 2017: global report received from selected firm
- 31 May 2017: full deliverables (including all office reports) received from selected firm
