Consultant – Tuberculosis control Program
Background
WHO is currently providing technical support to the Ministry of Health and Medical Services (MoHMS) in planning, implementing, monitoring and evaluating of the TB Control Program in Solomon Islands.
The Short-Term Consultant will: support the MOHMS to implement, monitor and ensure quality of TB Control Program activities; archive high levels of coordination with other players, mainly with the Global Fund in implementation of the Global Fund supported activities; and report regularly on the day-to-day Program activities. Details on the scope of responsibilities are included in the TOR below.
Terms of Reference
- Technical support and advice provided to the NTP Central Team in routine implementation of TB activities
- Drug needs quantification, procurement, distribution, use and storage ensured so that drugs are available without risk of shortages in collaboration with GDF, the NTP and NMS.
- Training on TB control organized, conducted and evaluated in collaboration with the national tuberculosis program, partners and other WHO colleagues.
- Support provided in strengthening the management capacity of the tuberculosis program at national and subnational levels, including the strengthening of supervision and implementing quality assurance programs;
- Technical documents, health education messages and planning of World TB Day prepared.
- In collaboration with the national tuberculosis programme, partnerships for TB control promoted and expanded, including the involvement of local partners (e.g., civil society organisations faith-based organizations and private sector) based on Stop TB strategy and the End TB Strategy.
- Technical support provided in planning TB interventions with strategic focus on key populations and identification of high impact interventions.
- Technical support provided in implementing The Global Fund activities; in developing the proposal checklist as part of the continuation of services after the end of the current grant on 31st December 2017; and in the organization and conduct of the independent data quality and programmatic assessment as necessary.
Deliverables: Monthly progress updates at the end of the months of February, March, April, May and June.
Required profile of the consultant
Skills
Knowledge of and experience working in the health sector in the area of TB
Knowledge of and experience working in strategic and operational planning
Knowledge of and experience working collaboratively and cross culturally with government and development partners.
Experience in communicating complex technical concepts for knowledge sharing
Education
Essential: Degree in Public Health, Medicine or related health sciences from a recognized university.
Desirable: Postgraduate degree and specialisation in public health medicine.
Experience
Essential: At least seven years of working experience (including international work experience)
Desirable: Experience working in TB and The Global Fund management
