Terms of Reference (summary):

 
ITC will be issuing a Request for Proposals (RFP) for comprehensive services in the areas of Communications Strategy, Branding, Production and Promotion, to support the Corporate Communications and Events functions at ITC. The contract will be issued for a period from 2009 to 2013, renewable annually.

 
With a view to pre-select potential suppliers for these services, this Call for expression of interest is being posted for companies having proven experience in the provision of comprehensive communications services for International Organizations or enterprises.

 
The RFP and the terms of reference will be sent to those suppliers that have been selected by ITC to participate in the call for tender.

 
Within this context, the organization identified the need to strengthen its branding and communications functions, redefined its mission, values and objectives and in 2008, launched a new logo and brand blueprint. The organization has two flagship events each year, with 30-40 smaller scale meetings and training seminars, produces approximately 50 publications a year and about one hundred flyers or fact-sheets which are generally printed in English, French and Spanish and distributed worldwide. 

ITC has defined three main areas where it shall require external expertise: Corporate Communication and Events, Editorial and Media Management. Interested companies may submit expression of interest for one, two or all three areas.  Examples of the type of services to be provided by companies under each of these areas are:

 

Area 1: Corporate Communications and Events Unit

 

Support to ITC with Communications Strategy development; development of Work Programme; systems process development to support new strategy (policies, checklists, templates etc.); support to brand management; photo and video management; content management; high level presentations; positioning assistance for ITC key events, targeting audiences and promotional activities; staff training on communications strategy, processes, implementation and monitoring.

 

Area 2: Editorial Unit

 

Original writing; interviews; copy editing; graphic design development; layout; graphic research.

 

Area 3: Media Management Unit

 

Media outreach and tracking for specific events; crisis management; marketing films, audiovisual programmes and multimedia; press conferences; web site creation and update to support events and initiatives.

 

 Submissions for expression of interest shall include the following elements, which represent the criteria for the pre‑selection of suppliers:

 

·          Organization, structure, area of expertise, number and qualifications of staff working in the company for the Area(s) selected by the interested company.

·          Description of state of the art equipment and tools available to carry out the works in the Area(s) selected by the interested company.

·          Financial reports for the last 2 years (2007-2008), audited by an independent Audit company.

·          List of recent most important communications contracts, including those for the United Nations and International Organizations, related to each of the Areas the company will be submitting to.

·          Acceptance, in writing, of the UN Supplier Code of Conduct posted on ITC Procurement Website.

Only those companies showing at least 5 years of experience in the provision of communications services to International Organizations or enterprises in the specific Area(s) the company proposes to deliver services in, with a sufficient number of qualified staff able to provide the services in a multi-cultural context and with a strong commitment to respect practices for the profession, including the UN Supplier Code of Conduct, and strict confidentiality of the process should express their interest.
