Description
1. The United Nations Procurement Division/Regional Procurement Office (UNPD/RPO), hereby invites qualified vendors to submit their Expression of Interest for Provision of Customs Clearance, Freight Forwarding and Related Services to United Nations Economic Commission for Africa (UNECA) - Ethiopia.
2. The vendor shall be required to provide the above logistics services in respect to United Nations owned equipment and staff personal belongings, on an “as and when required’’ basis.The shipments to be cleared may include among others, office supplies and equipment, household items, construction materials, medical supplies and communications equipment etc.
3. The contractual requirements are intended to be for an initial period of two (2) years with an option to extend for three one year periods(1+1+1).
4. The annual estimated shipments for this requirement are indicated below;

5. Below are the technical specifications of the requirement;
a) The vendor shall provide customs clearance and related services for inbound and outbound cargo from/to Port Djibouti through the primary boarder points to/from UNECA offices in Addis Ababa and Cargo arriving or departing through Addis Ababa Airport, Ethiopia.
b) The vendor shall expedite processing of UNECA’s documentations with customs offices at the airport, borders, railway and port Djibouti (as and where applicable).
c) The vendor shall transport in-coming and out-going shipments from/to Port Djibouti (for sea shipment) and Addis Ababa Airport (for air cargo) to/from UNECA’s ware house in Addis Ababa.
d) Upon UNECA’s request, the vendor shall make door-to-door deliveries in Addis Ababa.
e) The vendor shall provide a forklift with capability to handle up to 20 tons of cargo when collecting or delivering bulky goods to UNECA’s warehouse or staff members’ residence whenever requested by UNECA.
f) The vendor should have the expertise to package and label cargo set for export, using internationally accepted packaging and crating materials.
6. Companies interested in providing the above services are invited to submit the vendor Response Form below, together with the following documents:
a) Company’s address, contact person, telephone numbers and e-mail;
b) Company’s registration number (if already registered with UN) and UNGM registration number (www.ungm.org).
c) Company must be registered in UNGM at least at Basic Level in order to be considered to participate in this UN solicitation.
7. As you express interest in the planned solicitation by submitting the response form, please verify and ensure that your company is registered under its full legal name with the UN Secretariat on the United Nations Global Marketplace (www.ungm.org).
8. Note that companies that have previously submitted EOI for similar services with UN must re-submit full documentation as detailed above.
9. Please note, this is not an invitation for submission of bid or proposals. Its purpose is to identify companies that would be interested to participate in the solicitation when issued.
10. The UNPD/RPO will examine the outcome of this request for EOI and will consider those companies that have expressed their interest providing the required information as to their ability to fulfill UNPD/RPO’s requirement.
11. The UNPD/RPO reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued. The tender and any subsequent commitment to contract will be issued in accordance with UN rules and regulations.
12. The expressions of interest (EOI) is to be submitted by e-mail to unesb-rpo@un.org no later than 15 November 2016 and clearly marked with the inscription “Provision of Customs Clearance, Freight Forwarding and Related Services for UNECA in Ethiopia. "
13. EOIs not addressing the above criteria to the satisfaction of UNPD/RPO shall not be considered for the solicitation to bid, if and when issued. UNPD/RPO reserves the right in selecting the invitees for the solicitation and mere expressing and interest would not automatically warrant for solicitation document.
