Background

The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the “Assessment and proposal for cleaning and complete maintenance schedule, log and monitoring of all WHO Mechanical, Plumbing, Electrical, Auxiliary and Fire Protection Systems and building operations & maintenance including ground/lawn and fish ponds and other structures within the WHO-WPRO compound

Purpose/Specific Objective of the Activity

WHO would like to use the timely services of a professional team for the Review assessment and proposal for cleaning and complete maintenance schedule, log and monitoring of all WHO Mechanical, Plumbing, Electrical, Auxiliary and Fire Protection Systems and building operations & maintenance including ground/lawn and fish ponds and other structures within the WHO-WPRO compound.

The required scope includes but is not limited to the following:

  • Facilities management and maintenance - Ground, buildings, offices, equipment, etc.
  • Expert technical advice
  • Due diligence / risk assessment
  • Risk mitigation
  • Design management / feasibility analysis
  • Value engineering and analysis
  • Health and safety monitoring in compliance with local legislative requirements
  • Monitoring and maintenance of records of all equipment/systems
  • Cost control
  • Quality control
  • Delivery and handover

Description of activities to be carried out

  1. Study of the current practices of cleaning and maintenance schedule, log and monitoring of all WHO mechanical, plumbing, electrical, auxiliary and fire protection systems and building operations/maintenance including ground/lawn and fish ponds and other structures within the WHO-WPRO compound for identification of gaps.
  2. Proposal of maintenance schedule, log and monitoring of all WHO mechanical, Plumbing, electrical, auxiliary and fire protection systems and building operations/maintenance and other structures, basing on maintenance/preventive maintenance requirements of different equipment/services
  3. A list of proposed life time of all equipment for consideration of possible replacements.
  4. Study the current resources for carrying out all the maintenance (in-house staff or external parties)
  5. Provision of log template which is specified for each kind of maintenance services
  6.  Provision templates/samples of all the maintenance stickers

Work is carried out in close coordination and discussion with staff concerned in different teams in WHO, such as premises operations and maintenance, technician…

Required deliverables

  1. Report of the study on the current practices of cleaning and maintenance schedule, log and monitoring of all WHO mechanical, plumbing, electrical, auxiliary and fire protection systems and building operations/maintenance including ground/lawn and fish ponds and other structures within the WHO-WPRO compound with findings on gaps and recommendations to address those gaps
  2. Recommendation on maintenance schedule, log and monitoring of all WHO mechanical, Plumbing, electrical, auxiliary and fire protection systems and building operations/maintenance and other structures, basing on maintenance/preventive maintenance requirements of different equipment/services
  3. A list of proposed life time of all equipment for consideration of possible replacements.
  4. Recommendation on resources for carrying out all the maintenance (in-house staff or external parties)
  5. List of current resources for carrying out all the maintenance (in-house staff or external parties) and recommendation to address the identified gaps
  6. A list log templates which are specified for each kind of maintenance services
  7. Templates/samples of all the maintenance stickers

Method(s) to carry out the activity

On-site assessment and review of the existing practices and operating procedures.

Expertise

A project manager with at least 10 year experience should be assigned to this account. He/she should be able to respond to requests. Due to the complexity of the premises and the internal organization of WHO, the Contractor should commit to assign the same project staff. In case of force majeure, the replacement should be a project staff with the same profile.
