Package of Essential NCD Interventions in Primary Healthcare consultant
Background
In the Division of Pacific Technical Support (DPS), the Pacific Noncommunicable Diseases (NCD) and Health through the Life Course (PNH) assists the Pacific island Ministries of Health with implementation of their national NCD strategies and plans, which includes NCD prevention and management in primary health care. For the majority of Pacific countries, the implementation of the Package of Essential NCD (PEN) services is included as part of their strategy to strengthen NCD prevention and management through primary health care services.
A consultant will be recruited to support the Pacific Island countries with their continued expansion, adaptation and use of PEN protocols in primary health care and also provide technical support for improvements in NCD management. The consultant will report to the team leader for PNH of DPS.
Tasks
Support the utilisation of PEN protocols in NCD management in Primary health care, the consultant will :
- work with appropriate country counterparts and WHO country offices to facilitate PEN country reviews and identify areas which need strengthening and support the development of updated PEN implementation plans
- deliver in-country capacity building activities for improved management of NCDs in primary health care, using the PEN protocols
- provide technical support to countries, in close collaboration with other staff of WHO, to ensure that the healthcare system is appropriately aligned to ensure full implementation of NCD management protocols, including pharmaceutical supplies and prescribing practices, laboratory testing and referral and information systems
As requested by the supervisor, support other NCD activities in areas of expertise, e.g, monitoring and evaluation, project management.
Required profile of the consultant
Education
- Essential: Medical degree
- Preferred: Advanced degree in public health
Experience
- At least 5 years of experience within the area of NCD prevention and management
- Experience providing support on implementation of the Package of Essential NCD interventions in primary health care
- Experience working in one or more Pacific island preferred

Languages
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage
