Description
1. UNAKRT seeks an Expression of Interest from vendors for the provision of Migration of data from Drupal 6 to Drupal 8 and development and design of a mobile-first website for the Extraordinary Chambers in the Courts of Cambodia (ECCC.)
2. United Nations Assistance to the Khmer Rouge Trials (UNAKRT) provides technical assistance to the ECCC. The ECCC is a domestic court supported with international staff, established in accordance with Cambodian law. Under the terms of Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers will bring to trial senior leaders of Democratic Kampuchea and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, that were committed during the period from 17 April 1975 to 6 January 1979.

3. The current website of the ECCC (www.eccc.gov.kh) is a trilingual website (English, French and Khmer) hosted on the Drupal 6 platform. UNAKRT is seeking experienced, competent and interested companies to migrate the existing website data from Drupal 6 to Drupal 8 and to design and develop a new, user-friendly, responsive, mobile-first design, implementing current trends and best practices in web design.
The main purpose of the project is to:
i) Migrate the existing data from Drupal 6 to Drupal 8;
ii) Improve the page-loading time of the website;
iii) Implement a simplified navigation structure and improved search functionality; and
iv) Develop a modern user-friendly responsive mobile-first design, implementing current trends and best practices in web design.
The detailed description of requirements will be included in the Request for Proposal documentation.
4. UNAKRT anticipates awarding the contract to the successful vendor in mid-October 2016 and the project must be completed by 15 January 2017. The project is open to all vendors with minimum five years of relevant experience in website development and design and the work can be performed remotely. No travel to Cambodia will be required for this project.
All vendors who respond to this REOI and wish to submit proposals are required to accept the United Nations General Conditions of Contract for the Provision of Services. These can be found at:
