Description
The United Nations Integrated Mission in Timor Leste (UNMIT) has requirement for the conduct of communication research (survey). The research shall cover four major objectives as follows: 1. To update 2007 Hirondelle Survey on the coverage and reach or access Media in Timor Leste 2. In the short term, to enhance access to information for Timorese people and improve the understanding of Timorese Governance on issues important for local population. 3. In long term, to bring a lesson learnt to the Government of Timor Leste and to United Nations. 4. Evaluate effective way of media campaigns conducted by UNMIT The update of 2007 Hirondelle Survey consists of: • Understanding habits on communication of people in Timor Leste • Identifying sources of information within the communities in Timor Leste • Understanding the level of knowledge, attitude and behavior in connection to communication means and channels, what are the range of channels (and media) available to participant groups, which channels are preferred and trusted by participant groups, in addition to “formal” channels, what are the informal communication channels that are used, what are the current participatory communication mechanisms that communities use. The potential individual or organization shall employ the qualitative and quantitative methods. The sampling for qualitative phase should be taken from each region of Timor Leste ( East, South, West and Dili District) The quantitative method shall use multistage or stratified random selection process and shall be conducted in all 13 districts. The potential candidate shall provide two sets of the report with analyses of all information related to the research, questionnaires, data tabulation, graphics and its interpretations, a report of the filedwork (technical report). The objectives are mostly focused on following: • Identifying the knowledge and gaps about a range of topics related to development and governmental issues, governance, justice, security, police & human rights, and etc. • Investigate recall of media and messages related to selected development interventions and issues related to security, police, justice and etc. • Understand trust and reliability, identify level of attitude and belief towards perceived source of information (traditional leaders, church, government, UN staffs, UN Police, PNTL, F-FDTL, and others) Interested individual(s) or organization(s) with required experience(s) for drafting or preparing this type of survey(s) are requested to contact the UNMIT Procurement Office to complete the formalities for registration as a Vendor with UNMIT.
