Central Logging System Software

A centralized logging and analysis management system for the collection and storage of log data from multiple sources in multiple formats with differing confidentiality, integrity and availability requirements.  See attached document for specification details.

Update 19 May: Deadline extended to 28 May. Note that the system should be capable of handling 4,000 messages per second, representing a short-period peak during a brute-force attack or other unpredictable chain-reaction event. Other than that, it should be accepted that collecting logs from our existing infrastructure could also generate a significant amount of traffic per second on average.
