Background The Special Tribunal for Lebanon (STL), located in Leidschendam, the Netherlands, is seeking Expressions of Interest (EOIs) in form of information on Enterprise Resource Planning (ERP) solutions available in the market to replace its existing administrative systems set-up. The STL is currently using 8 administrative systems to manage its financial, human resources, travel and procurement processes. A number of these systems have been supplied by or through the United Nations (UN), others are stand-alone commercially available products or have been developed in-house. In order to replace its aging systems, the STL intends to deploy an efficient, manageable and cost effective ERP system to address its current and future administrative system requirements. The STL has issued this request for EOI with the objective to learn what ERP systems are available today, to be newly acquired or already implemented solutions alike, that would be suitable for an international organisation environment like the STL’s. Interest in offering such a system to the STL in the future may be expressed by the entities addressed, i.e., commercial ERP system providers and implementers, UN organisations, intergovernmental organisations and NGOs, either individually or jointly, in cooperation with each other. This specifically refers to existing cooperations between the public and private sector with an existing, already implemented system in place, e.g. an intergovernmental organisation may express its interest together with its ERP provider/implementor or vice versa. This request for EOI shall result in the identification and pre-qualification of potential commercial ERP system providers and implementers, UN organisations, intergovernmental organisations, NGOs, and any joint initiatives that have the interest, capacity and resources to provide the STL with an ERP solution in line with its requirements. Any pre-qualified entity may be invited to a subsequent competetive tender exercise (Request for Proposal), subject to the STL’s final internal decisions on this project, inter alia based on the analysis of responses received to this request for EOI. This request for EOI is addressed to commercial ERP system providers and implementers, UN organisations, intergovernmental organisations and NGOs alike. Joint replies from cooperations between the public and private sector suggesting an existing, already implemented system are encouraged. Interested commercial ERP system providers and implementers, UN organisations, intergovernmental organisations, NGOs, and any joint initiatives are requested to provide high-level, relevant details of their available system, inter alia, high-level functionality overview, licensing model, hosting and the service model that they could offer to the STL in the future, either as a product to be configured and implemented from scratch or as an existing ERP set-up to join. Please note that this request for EOI does not constitute any solicitation or tender. This means that only general information will be accepted at this stage, but no technical or commercial offers. Submission of concrete technical and/or commercial offers at this stage may exclude the submitting entity from any possible subsequent tender exercise for an STL ERP system. All information provided will be treated as confidential by the STL. OVERVIEW OF REQUIREMENTS The Special Tribunal for Lebanon (STL) is an international intergovernmental organization with its own independent legal identity and not a UN organization. However, the STL follows the principles of the UN common system and has significantly similar rules and policies. Therefore, the future ERP solution must be customizable / configurable to generally meet United Nations standards and requirements. Moreover: 1. The described ERP system must have been fully implemented and operational at at least one United Nation organisation, intergovernmental organisation or NGO for a minimum of 24 months. 2. The described ERP system must be in use in at least one organisation with less than 500 employees. 3. The system provider, implementer, UN organisation, intergovernmental organisation, NGO or joint intiative shall be able to offer ERP system services off-premise as well as on-premise. 4. The described ERP system must have modules to handle the following functionalities: a. Human Resources Management. b. Finance and Budgeting. c. Procurement and Contract Management.
